Duties
Major duties include, but are not limited to:
- Monitors and analyzes performance and utilization of the IT assets (e.g., network speed and capacity, application and database performance and access metrics, load on networks and servers, etc.)
- Manages IT infrastructure availability, reliability and capacity based on performance analysis integrating software, hardware, and network capabilities or the organization.
- Develops IT strategies to ensure the department will have the requisite technical infrastructure to support short and long range needs of the Department (e.g. continuity of of operations, disaster recovery, system lifecycles - technology refresh and obsolescence plans).
- Implements and manages infrastructure standards enabling security, reliability, availability, scalability, and manageability of enterprise wide applications from an infrastructure perspective.
- Meets with program officials, Department representatives, contractors and vendors to address technical alternatives to meet business requirements on initiatives developed by the programs where capabilities may not exist within the Department.
- Defines department's IT system requirements and identified appropriate technologies to satisfy these requirements according to the strategic direction of the Department.
- Works in concert with OCIO management during the recruiting process for high-level technicians. Reviews contractor proposals involving testing and technical acceptance of proposed hardware, software, IT services, and telecommunications.
- Provides advice in the preparation and review of TI service catalog and Service Level Agreement. Monitors performance of IT service areas. Develops and implements action plans for IT service area that do not meet approved service targets.

Qualifications
Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service to qualify for GS-14.
Specialized experience to qualify for GS-14 is defined as:
- Experience applying standards, policies, and/or practices at the state or federal level to provide accurate products and/or services to managers and customers to ensure regulatory compliance in IT systems.
- Experience designing and implementing new technologies in a federal IT enterprise including all relevant cloud services.
- Experience in a federal IT enterprise in the design, implementation, monitoring and management in any one or more of these areas - Network, Unified Communications and Interactive Voice Response, Windows Server and Active Directory, UNIX Server and BIND/DNS (Solaris, IBM, RHEL), Messaging and Collaboration including Cloud (Office365 and Azure), Cloud Technologies and hosting including AWS and Azure.
