Interim Executive Director Job at Superior Air-Ground Ambulance
The Interim Executive Director’s responsibilities include managing and directing a staff of 44 employees, in three departments: Administration, Operations, and Support Services. Administration consists of the Executive Director, Deputy Director / Police Desk Operations, Fire Desk Operations Manager, a Training Coordinator, a Quality Assurance Manager, a Technical Service Manager (consisting of 5 employees), in addition to various vendors who are contracted to support systems in the Emergency Communication Center. Operations supports three shifts each staffed by one – two working Shift Supervisor and Telecommunicators (30 full-time, 6 part-time), a total of employees. Support Services (5 employees) oversees the technical systems that include a point-to-point connectivity infrastructure, facilities, and procurement of equipment.
The Director is responsible for the overall services of the 9-1-1 Center. The Director will provide reporting and analysis, manage labor & customer relations, oversee budget development and administration. Review financial accounting, long-range financial planning, training, 9-1-1 system selection, administration, and maintenance (Computer Aided Dispatch (CAD), Phone, Radio). The Executive Director is accountable to the Vice President of NORCOMM and the customer agencies that use NORCOMM’s services, which is comprised of public safety Police and Fire Chief officials representing the customer agencies, which allows for the expeditious conduct of NORCOMM operations and to provide timely direction to the Executive Director.
ESSENTAIL DUTIES AND RESPONSBILITIES

Supervises and provides direction in reaching departmental goals, proposed and on-going projects, daily operations and staff- Assists with achieving the department’s goals to establish, develop, improve and maintain management of the 9-1-1 information processing systems
- Assists in the development of and maintains fiscally appropriate budgets
- Drafts policies and procedures to be consistent with the Goals and Objectives of the Proviso Leyden Joint-ETSB, Local & County Ordinances, State and Federal statutes, guidelines and administrative rules.
- Maintains current knowledge of funding and legislative changes impacting assigned service areas
- Serves as the liaison between the ETSB and NORCOMM and works with elected official offices on a peer-to-peer level and with appointed officials assigned to the Proviso-Leyden Joint-ETSB
- Maintains compliance with State and Federal regulations regarding 9-1-1 System
- Networks with other 911 System’s staff, and other professional groups relating to policy and legislation.
- Works with PSAPs to determine, plans for, directs and regularly monitors information technology functions that fall under the 9-1-1 System.
- Supervises the work of subordinate personnel engaged in their duties
- Provides direction to staff to develop training of employees
- Works with the Vice President on budget preparation and is responsible for providing accurate and timely information on costs and acquisitions for fiscal year budgets and develops a strategic plan
- Monitors schedules for projects and conducts monitoring of all ongoing projects
- Participates in the hiring process of NORCOMM staff, makes decisions on promotions and demotions, directs and evaluates employment decisions for assigned subordinate employees
- Sets up clear performance goals and objectives
- Assess and oversee ongoing projects by creating project metrics and deliverables using Monday.com tools
- Develops policy with and for the NORCOMM Emergency Communication Center
- Maintains 24/7 availability to respond to emergencies, exercises, and other related activities
- Manages staff to ensure the testing and functional accuracy of computer equipment and software before placing it in operation
- Promotes positive morale, creativity, teamwork and trust among staff.
- Promotes mental health and wellbeing across all levels of staff through empathetic leadership
- Develops and grows the organization and employees from within, empowers direct reports to make informed and educated decisions with knowledge-sharing and constructive feedback
- Maintains up to date knowledge and skills in regard to emerging technologies and processes pertaining to 9-1-1 operations.
- Utilizes a proactive approach looking for technological solutions to gain efficiencies and automate manual processes
- Maintains regular attendance and punctuality.
- Develops and Chairs Focus Groups for the purpose of standardizing technologies, policies, and procedures used by the Emergency Communication Center and the technologies used by First Responders to communicate with the Emergency Communication Center
- Participates in other Focus Group meetings as needed
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES
- Depending on assignment may maintain required emergency management training, licensure and/or
- Performs related duties as required or assigned by Vice President.
SUPERVISORY RESPONSIBLITIES
Exercises supervision of personnel in the related area of responsibility and may from time to time supervise other subordinate employees.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
WORK ENVIRONMENT
Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions.
Qualified candidates will be expected to have:
- At least five (5) years of increasingly responsible experience in an operational public safety communications position with three (3) of those years in a supervisory, command or administrative capacity, preferably in a multi-position, multi-jurisdictional environment; or an equivalent combination of training and experience.
- A Bachelor’s degree in public safety, criminal justice, public administration, business administration or related field, or eight (8) years of experience in a 9-1-1 public safety communications leadership/management position. A master’s degree in public administration or related field is desired.
- Public Safety Communications certifications preferred, including but not limited to one or more of the following: NENA’s Emergency Number Professional (ENP), Center Manager Certification Program (CMCP), IAED’s Communication Center Manager (CCM), APCO’s Certified Public Safety Executive (CPE), Registered Public Safety Leader Program (RPL).
- A comprehensive knowledge of the principles, practices and regulations pertaining to 9-1-1 systems with a proven track record in a progressive, consolidated communications system.
- An understanding of the challenges and opportunities presented by a large telecommunications operations including human capital management, technology needs, regulations, and policies.
- Strategic leadership and relationship abilities understanding the partnerships, service demands and governance models in the region. Demonstrate agility and ability to thrive in a fast-paced work environment.
- A servant leader focused on enhancing morale and improving employee retention; demonstrate empathy and skills to establish a positive working relationship; comfortable empowering staff, building consensus, and holding individuals accountable; ensuring appropriate training programs are offered and supported.
- Competency with financial management and administrative operations demonstrating a capacity to develop agendas, reports, and analysis to support the communication center and customer agencies; a performance history of working closely with municipal officials in problem resolution, project management and response.
- A demonstrated proficiency in project management, consistency in decision making, and exemplary follow through on policy implementation and communication.
- Must be able to adjust work hours as necessary and be available for call-out in event of emergencies. Must maintain 24-hour availability via an agency supplied wireless device capable of voice and data communication. Must possess a valid driver license and have access to a motor vehicle on an as needed daily basis.
- Light travel may be necessary to represent NORCOMM Public Safety Communications and attend conferences/trade show events as deemed necessary.
