Instrumentation Technician
Under general supervision, the incumbent performs maintenance, inspection, calibration, installation, and repair functions on electrical, electronic, hydraulic and pneumatic meters, recording, and control systems in a water production and treatment system. Plant systems include flow meters, pressure meters, turbidimeters, C2 analyzers, chemical feed system, flow controls, and process controls as a part of an overall SCADA system. Incumbent works as a member of the instrumentation team.

Process Control Analyst
Under general supervision, this class performs a variety of skilled duties in the development, installation, modification and support of supervisory controls systems, plant control systems, RF and fiber-optic based telecommunication systems, and field telemetry control systems. Plant systems include computers, Programmable-Logic-Controllers (PLC’s) and Supervisory Control and Data Acquisition (SCADA) systems, along with associated software. Incumbent works as a member of the instrumentation team.
Essential Duties and Responsibilities:
Instrumentation Technician
Tasks and responsibilities which are common to the Maintenance Technician positions include:
  • Maintains, modifies and installs instrumentation; Performs preventive and corrective maintenance of all instrumentation and control devices, performs tests and checks of correct circuit operation of any instrument device; tests and/or checks may be on a time schedule or performed to troubleshoot said circuits;
  • Calibrates analog and digital devices; Uses software diagnostic routines and tests equipment to verify and/or adjust control system equipment according to manufacturer’s recommendations;
  • Maintains, calibrates, repairs, and installs micro-computer based data acquisition and control system, including telemetering, monitoring and process control equipment and instrumentation; Diagnoses and repairs computer process control systems;
  • Understands and ensures compliance with regulations and quality standards;
  • Reads and interprets wiring schematics, mechanical drawings and specifications as necessary to install, service or repair equipment in accordance with related regulations;
  • Documents preventive and corrective measures taken for quality assurance, historical records and warranty work; Works collaboratively with all staff as well as outside consultants and contractors;
  • On call for plant operations after hours as needed/scheduled; Performs other duties as assigned
Process Control Analyst
  • The Analyst is distinguished by the ability to perform specialized, technical assignments in support of complex PLC and SCADA systems, distributed control and telemetry systems and associated software;
  • Maintains, installs and modifies process control instrumentation and SCADA systems;
  • Performs preventive and corrective maintenance of all instrumentation and control devices, performs tests and checks circuit operation of any instrument device, tests and/or checks may be on a time schedule or performed to troubleshoot said circuits;
  • Performs program changes to the SCADA system and PLC software programs for correcting or editing programs, adding additional rungs or I/O points to a PLC program;
  • Troubleshoots and diagnoses electronic, electromechanical and pneumatic instrumentation malfunction; completes component level repairs or advises system contractors of other repair requirements as appropriate;
  • Maintains, calibrates, repairs, and installs microcomputer-based data acquisition and control system, including telemetering, monitoring and process control equipment and instrumentation;
  • On call for plant operations after hours as needed and as scheduled;
  • Performs all duties assigned to the Instrumentation Technician class and all other duties as assigned.
Knowledge, Skills and Abilities:
  • Knowledge of power supplies, current and voltage, and current flow to an electrical/electronic circuit.
  • Knowledge of principles, methods and techniques of installation, maintenance, diagnostics and repair of instrumentation and electronic systems applicable to water treatment and distribution systems.
  • Knowledge of the safe and proper use and care of manual and power hand tools and equipment utilized in utility instrumentation and preventative maintenance and repair.
  • Knowledge of intermediate level mathematical computations, including addition, subtraction, division, multiplication, decimals, ratios, percentages, geometry and algebra.
  • Ability to read and interpret electrical/electronic circuit diagrams and loop drawings, operation and maintenance instructions, procedure manuals and related documentation.
  • Ability to check, troubleshoot, diagnose and resolve potential and real operational and system deficiencies to ensure continued regulatory and permitting compliance.
  • Ability to repair, calibrate, keep functional and in compliance the instrumentation requirements of a water treatment facility with minimal supervisor direction.
  • Ability to establish and maintain effective working relationships and communications with other employees, contractors, vendors, and the public.
  • Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with minimum direction.
Minimum Qualifications Required (Instrumentation Technician):
  • High school diploma or GED required. Associate’s degree in a related field, or ISA CCST level I certification or vocational technical certification in Electronics Technology, Industrial Electronics or a related field
  • Two (2) years of experience in industrial process controls; or an equivalent combination of training and experience.
  • Requires a Georgia Driver's License with a good driving history. A good driving record must be maintained to continue employment with the Authority.
Minimum Qualifications Required (Process Control Analyst):
  • High school diploma or GED required. Associate degree in a related field, or ISA CCST level I certification, or vocational technical certification in Electronics Technology, Industrial Electronics, or a related field.
  • Five (5) years of journey-level experience in the installation, maintenance and support of complex process control, supervisory control and telecommunication systems, equipment, and devices common to a large public utility; or an equivalent combination of training and experience.
  • Requires a Georgia Driver’s License with a good driving history; a good driving record must be maintained to continue employment with the Authority.
  • Knowledge of power supplies, current, voltage, and current flow to an electrical/electronic circuit.
  • Knowledge of the practices, methods, techniques, tools and equipment used in the design, installation, testing, calibration, maintenance and repair of electronic, process control, supervisory control and telecommunication equipment and devices common to a large public utility.
  • Knowledge of PLC ladder logic programming. Knowledge of PLC plant control subsystem configuration diagnoses and support.
  • Knowledge of the operating characteristics of electronic components, including microprocessor controls.
Pay Grade 30: $55,306 - $85,725 annual Instrumentation Technician
Pay Grade 32: $60,975 - $94,512 annual Process Control Analyst
