The Town of Knightdale is seeking a dedicated professional to join its Human Resources team in the role of Human Resources Technician. The successful candidate will work in a support role and gain exposure to a variety of responsibilities within the field of Human Resources. The employee in this role will work collaboratively with the other HR staff members in a newly renovated workspace.

Under general supervision, performs a variety of administrative, paraprofessional, and clerical responsibilities in support of the personnel program in areas such as records maintenance and recruitment and selection support; performs related work as required. This position is classified as non-exempt and is subject to the Fair Labor Standards Act overtime regulations.


  • Courteously interacts with citizens, elected officials, and staff responding to all requests in a timely manner.
  • Answers telephone and receives and screens departmental mail.
  • Notarizes documents upon request.
  • Provides administrative support including filing, photocopying, faxing, scanning, creating documents and files, and generating correspondence.
  • Maintains confidential personnel records.
  • Prepares personnel transaction forms to record salary changes and similar transactions.
  • Assists in preparation of the annual budget request for the Human Resources Department.
  • Assists in developing goals, objectives, and performance measures for the Human Resources departmental plan and tracks data as assigned.
  • Orders and maintains supplies, creates purchase requisitions, and submits pcard receipts timely.
  • Assists with annual insurance open enrollment.
  • Provides materials to HR Director for biweekly payroll processing.
  • Researches and reports grant opportunities to HR Director.
  • Assists with new employee orientation by assisting with schedule-building, document preparation, room preparation, team building, and other related items.
  • Plans and sets up employee events such as holiday luncheons, service awards programs, and retirement receptions.
  • Purges records as necessary according to retention schedule.
  • Maintains up to date position manual.
  • Responsible for assisting Department Directors with limited service employee hiring process.
    • Advertises for openings.
    • Schedules and participates in the interview process.
    • Gives input and receives recommendations for hire from Directors.
    • Onboards new employees.
    • Submits background checks and receives documentation before notifying Directors of approval for employee to begin work.
  • Assists in the recruitment and hiring process for full-time positions as directed.
    • Posts advertisements with appropriate outlets.
    • Assists in interview design and scheduling process.
    • Assists in preparing and photocopying interview documents and assessment tools.
    • Completes reference checks for top candidates.
  • Assists with employee and volunteer onboarding and offboarding.
  • Maintains limited service employee and volunteer rosters.
  • Tracks limited service employee hours in accordance with our established lookback period and creates quarterly reports.
  • Maintains up to date organization reports.
  • Cross-trains and assists with other HR responsibilities as needed.
  • Performs other duties as required.

EQUIPMENT OPERATED: Copy and fax machines, computer with Microsoft Office, label printer, and other assigned equipment.

REPORTING RELATIONSHIP: This position reports to the Human Resources Director.


WORKING CONDITIONS:

  • Employee is not subjected to adverse environmental conditions.
  • Must be able to physically perform the basic life operations functions of fingering, grasping, talking, hearing, and repetitive motions.
  • Must be able to perform sedentary work occasionally exerting 10 pounds of force.
  • Must possess the visual acuity to prepare and analyze figures, perform transcription, operate personal computer and perform extensive reading.


JOB CONTEXT
: This position works 40 hours per week during the five-day work week. Upon approval from the Human Resources Director, this position may be worked at a flex-time schedule. Weekends and overtime may be necessary to fulfill job duties. The stress level of the job is low to moderate.

EDUCATION: Two-year Associate degree in business, personnel management, or related field preferred.


EXPERIENCE
: Administrative support or clerical experience involving public contact required, preferably in a human resources and/or municipal setting.


KNOWLEDGE, SKILLS AND ABILITIES:

  • General knowledge of the organization and functions of Town government.
  • Ability to maintain confidentiality.
  • Ability to establish and maintain an effective office operation.
  • Ability to establish and maintain effective working relationships with other employees and the public.

SPECIAL REQUIREMENTS: Notary Public designation preferred.

New employees of the Town of Knightdale are required to receive their first dose of a COVID-19 vaccine prior to their first day of employment and must receive their second vaccine dose (if completing a two-shot series) within the time frame prescribed by the manufacturer. Proof of such must be submitted to HR and will be confidential.

What does it mean to become vested? You become vested once you have completed 5 years of creditable service. Vested means you are eligible to apply for monthly retirement benefits based on the formula as well as age and service requirements set by the state of NC as long as you do not withdraw your contributions.
What if you leave the system prior to becoming vested? You are only entitled to a refund of your contributions.

  • Mandatory participation with a pre-tax payroll deduction of 6% of gross salary

The Town currently funds $550 monthly toward each employee's health, dental and vision coverage.Employees who participate in health assessment screenings receive an additional $150 per month bringing their town funding up to $700 per month.The current maximum allowance of $700 covers 100% of current employee premiums for health, dental, and vision with a small portion leftover that funds a flexible spending account.Any elections for dependent coverage or FSA funding resulting in a cost above the Town allowance are handled through a pre-tax payroll deduction.
