Human Resources Coordinator/Manager Job at The City of Lynchburg
City of Lynchburg is seeking an experienced professional to support excellent organizational performance by providing advice, support, and guidance necessary to meet the human resource needs of customer departments within the City of Lynchburg. Based on an applicant's relevant education, experience and skills, the position may be filled at the entry (Human Resources Coordinator) or mid (Human Resources Manager) level of the HR Professional Development Plan.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.
- Provides timely, effective advice, support and guidance to customer departments and ensures efficient direct services to the citizens;
- Responds to requests for personnel actions timely taking into consideration relevant information, employment laws and policies and organizational needs;
- Determines human resource needs of assigned departments through solid professional work and input from departments;
- Informs departments of current human resource issues, policies, procedures, programs, training, etc.;
- Distributes consistent, accurate information to internal and external customers;
- Effectively resolves complex employee relations issues including advice on disciplinary actions, performance measures and employee rewards;
- Provides benefits information and works with Benefits Manager as needed to assist employees;
- Completes and presents a variety of studies, analyses, and reports in clear, concise formats appropriate to the topic and audience;
- Provides compensation and classification services to customer departments, including writing/revising position descriptions, departmental job audits, and individual job reviews;
- Analyzes and interprets personnel policies, procedures and guidelines, as well as, reviews, edits and provides guidance on written documents including disciplinary documents and investigation reports;
- Responds to employee concerns. Investigates and researches sensitive issues and brings to a resolution in a timely manner;
- Plans, develops, and completes wage and benefits surveys, turnover and recruitment studies;
- Presents recommendations for compensation actions in a timely, effective manner;
- Provides recruitment services to customer departments, including advertising, selection processes and new hire processes;
- Works with other Human Resources staff in developing and implementing effective personnel policies that enable the city to recruit and retain a competent workforce representative of the community;
- Effectively plans and delivers special projects such as employee events and organizational training in collaboration with other Human Resources staff;
- Develops and implements innovative solutions to organization-wide issues.
ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
- Other duties to provide direct or indirect service to the citizens may be assigned.
- When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
EDUCATION AND EXPERIENCE
- Bachelor's degree in sociology, human resources management, psychology, education, or related field required.
- Considerable experience in multiple human resources functional areas such as recruitment, employee relations, training/organization development, compensation, and/or policy development.
- Experience with public safety hiring and employment policies and practices preferred.
- Must have excellent communication, writing, and presentation skills.
- PHR certification from HRCI, SHRM-CP certification from the Society for Human Resources Management or IPMA-CP certification from the International Personnel Management Association- Human Resources or similar professional certification preferred.
