The City of Concord is currently seeking to fill a Housing and Community Services Manager vacancy in the Housing and Community Services Division of the Community Development Department.

What you will be doing in this role: *
The Housing and Community Services Manager coordinates the City’s efforts around quality of life in Concord’s neighborhoods, including safe and affordable housing and homeless services. The current vacancy focuses primarily on developing and administering the City's Housing program which includes developing housing opportunities, awarding loans for multi-family rehabilitation, and assisting as needed in the administration of the Residential Tenant Protection Program and Mobile Home Rent Review Ordinance.

HOUSING AND COMMUNITY SERVICES MANAGER

Purpose
Coordinates the City’s efforts around quality of life in Concord’s neighborhoods, including safe and affordable housing and homeless services. This includes developing a homeless services plan, creating partnerships amongst service providers, seeking grant opportunities, administering housing and community service grant programs, including Community Development Block Grant (CDBG), and identifying and proposing additional programs to fill service gaps. Prepares, coordinates, monitors, and controls the Housing & Community Services Division budget. Performs related work as required within the context of the City's Mission, Vision, and Values Statement; and a strong and progressive customer service orientation, providing responsive, cost effective, and innovative local government services through a collaborative effort with the community to make the City a city of the highest quality.

Equipment, Methods & Guidelines
Uses federal, state, and local laws, regulations, policies, and procedures as they relate to housing development and rehabilitation, building inspection processes, mobile home rent controls, and CBDG funding, including the California Revenue and Taxation and Government codes and supporting regulations. Follows established principles of housing. Must understand, interpret, and apply complex financing concepts. Typically uses City vehicles, telephones, computers, and office equipment.

Working Conditions
Conducts work primarily in an office setting, with some field work required; includes irregular hours to attend evening meetings or community events, meet deadlines, and achieve objectives.

Physical Demands
Communicates with City staff, elected and appointed officials, agencies and commissions, and the public. Position emphasizes speech, hearing, vision, and stamina associated with attendance at evening meetings following a normal workday. Ability to drive and have sufficient mobility to make community service, housing development/rehabilitation, and neighborhood preservation site visits.

Supervisory Guidance Received/Given
This position is part of the City’s Housing & Community Services Division and reports to the Director of Community Development. Receives general administrative support and guidance, rather than direct control over methods, programs, or objectives. May supervise assigned staff. Has internal control over divisional activities and provides fiscal oversight for program budgets. Represents the City in frequent contacts with the community.

Examples of duties include, but are not limited to

  • Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the Mission, Vision and Values Statement adopted by the City.
  • Sets work priorities, prepares work appraisals and discusses performance evaluations with assigned staff members; recommends official disciplinary actions as necessary; identifies and resolves work related complaints among assigned staff.
  • Prepares and administers the Housing & Community Services Division budget, estimates revenues and exercises budget control for grants, community services, and housing programs. Oversees all sources of program revenue and administers funds.
  • Makes presentations regarding housing and community services issues to groups such as the City Council, commissions, committees, citizen groups, and other agencies; actively participates in various committees and task forces in support of the City's community-oriented government initiatives.
  • Tracks, reviews, and responds to proposed legislation affecting housing and community services related issues.
  • Performs other work as assigned.

If assigned to Housing

  • Develops and administers the City's Housing Programs, including developing housing opportunities with developers, effective loan opportunity marketing efforts, and an effective application review and approval process for single-family and mobile home rehabilitation loans, so that the supply of safe and affordable housing in the City is improved and enhanced.
  • Develops and administers the process for awarding loans for multi-family rehabilitation, rehabilitation/purchase, and new multi-family construction so that the supply of safe and affordable housing in the City is increased and enhanced.
  • Assists the City Attorney in facilitating and administering the Mobile Home Rent Review Ordinance, responding to requests for accurate information, and provides staff support assistance as needed to the Mobile Home Rent Review Board.
  • Assist the City Attorney in facilitating the Residential Tenant Protection Program ordinance and respond to tenant and landlord inquiries.
  • Actively participates and coordinates the efforts of the District Partnership Teams.
  • Serves as City's local review agent to evaluate complex housing finance applications through the state and federal governments.
  • Directs and coordinates the City's participation in housing projects/developments that may include developer selection, property acquisition, site preparation, financing, development agreement negotiation, and overall implementation of various housing developments.

Qualifications
Knowledge and Abilities

Knowledge of issues related to homelessness, including community needs and service gaps; programs and resources for housing development; public/private sector approaches and techniques to stimulate and promote housing development; financial techniques and procedures relating to housing development and expansion of affordable housing opportunities; community social agencies and resources; federal, state, and local laws and regulations relevant to housing improvement, including CDBG application requirements and procedures; planning and environmental requirements and federal regulations relating to community development block grant funding; federal grants and state laws related to non-profit organizations; and budget, accounting, and performance measurement techniques.

Ability to understand, interpret, and apply appropriate policies, regulations, procedures, plans, and housing development documents; administer grant funded programs, including establishing budgets, selecting subrecipients, monitoring performance, and authorizing payments; communicate effectively and maintain cooperative relationships with City staff, elected and appointed officials, various commissions, and the public, including unsheltered individuals; supervise assigned staff and coordinate the work of other professionals; evaluate community services needs and recommend alternatives; gain cooperation and consensus through discussion and persuasion during sensitive negotiations; anticipate consequences of proposed actions and implement recommendations in support of goals and objectives; work on several assignments and adjust priorities as needed; perceive responsibilities within the context of citywide goals and objectives and to approach assignments with a customer orientation.

Education/Experience*
Education: Possession of a Bachelor's Degree in Public or Business Administration, Urban Planning, or a related field is required.

Experience: Three years of professional level experience with grant writing and grant program administration, including at least one year of experience working with housing or community service programs and organizations, conducting community outreach to the public, unsheltered individuals, and/or special interest groups

Other
A California Driver's License and satisfactory driving record are conditions of initial and continued employment.

Pay: $100,256.00 - $137,841.59 per year
