Position Summary: The purpose of this job is to support the mission of the Mayor’s office by performing professional community liaison work within the Omaha community, and advising City officials on issues of critical community importance. Omaha, a culturally diverse and rich community with many residents descended from Irish, eastern European, and Latino immigrants, has seen an increased number of immigrants from Latino and Sudanese populations in recent years. The qualified candidate will demonstrate knowledge of critical issues affecting Omaha, as well as identifying and working with the different generational and national groups that represent the community. This person coordinates with the City Lobbyist to formulate policy positions and organize City testifiers. The Mayor’s Community Liaison will develop, implement, and provide organizational support and training to the Omaha neighborhood associations, community groups, and nonprofit organizations interfacing with City Departments as well as with local organizations in the City of Omaha. The incumbent will monitor legislative sessions and establish relationships with state legislative contacts.

  • The incumbent in this position will work directly with the City Lobbyist.

Work Schedule: 8 a.m. – 5:30 p.m. (with varied evenings and weekends possible)

Salary Range: $60,000 to $65,000/Annually

Position Classification: At-will appointment

Education Requirement: Bachelor’s Degree in public administration, political science, planning, management or a related field.

Experience: Four years of progressively responsible community planning or Community Liaison experience, or an equivalent combination of education, training and experience. Grant writing experience preferred.

Special Requirements: Must possess a valid driver’s license to transport oneself to sites throughout the City during the course of the work day.

Essential Functions:

  • Plans, coordinates, promotes, and implements neighborhood liaison programs, serves as staff liaison to appointed boards, associations, and commissions

Prepares reports and performs policy analysis on issues that affect the Omaha community Provides policy support to the Mayor’s Office and city officials on issues of critical community importance Coordinate the annual city wide United Way campaign

  • Receive Hotline calls concerning homeless issues
  • Attend regular community meetings such as Omaha 360, Business Improvement District Board meetings, neighborhood alliance meetings, Homeless Street Outreach meetings, and Omaha Municipal Land Bank Board meetings
  • Help with the recruitment and appointment process for various boards and commissions positions
  • Performs other related duties as assigned

Skills/Abilities

  • Knowledge of the Omaha community and issues related to its social-demographic changes in the last two decades
  • Knowledge of small group facilitation and community leadership development
  • Ability to establish and maintain effective interpersonal relations with the diverse socioeconomic and multi-cultural groups comprising the Omaha community
  • Ability to handle sensitive situations with professionalism, tact and diplomacy

Ability to communicate effectively Ability to analyze and compile technical information and reports in a concise, clear and effective manner Ability to interpret and apply applicable laws, ordinances, and policies

  • Research and monitor Nebraska legislative activities and bills that could affect the city
  • Ability to identify and analyze problems and possible solutions, project consequences of proposed actions, and implement recommendations in support of goals
  • Ability to handle and adapt to multiple demands and priorities simultaneously
  • Ability to make effective public presentations; effectively present information to the general public and neighborhood association groups
  • Possess good organizational, management, human relations, and technical skills

Computer Skills:

  • Knowledge of and ability to use a personal computer with related software including word processing, database, spreadsheet applications and internet.
  • Proficient in Microsoft Office products and Outlook.

Working Conditions

Physical Demands: Sedentary physical work requiring ability to lift a maximum of 25 pounds; lifting, carrying, walking, sitting and standing; speech communication and hearing to maintain communication with employees and citizens; vision for data analysis and preparation; hand/eye coordination for operation of a computer system.

Work Environment: Works both indoors and outdoors with some exposure to the elements. Equipment Used: Uses standard office equipment including a personal computer system.
