Douglas County Parks Department - ForesterFull-time position includes excellent benefit package, including medical/vision/ dental/long-term disability/basic life coverage and County-paid PERS retirement after required waiting periods.Job Summary: This position will plan, implement, coordinate and evaluate programs for the management, development and protection of forest and forest lands. Forester participates in program management, development of short- and long-range plans regarding areas of timber harvest, continuous sustained yield, reforestation, spraying and logging road systems; assists in establishing and maintaining policy and procedures; serves as contract administrator for a wide variety of timber management related activities. Forester applies sound utilization and conservation practices to public lands.Essential Functions: This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job. Participate in program management functions of developing short- and long-range management plans for timber harvest including: computing allowable cuts, continuous sustained yield, reforestation, spraying, logging road systems and overall timber stand management.Evaluate and implement projects in accordance with short- and long-range plans. Projects to include timber sale layouts involving boundary surveys, cruising and appraising timber and logging road design. Other projects include identifying management boundaries for planting, spraying, and thinning units. Develop, review, and evaluate contract specifications and exhibits for projects of tree planting, timber harvesting, road building, and herbicide application. Serve as contract administrator and review contractor work for conformance to specifications; implement corrective procedures.Inspect and evaluate reforestation projects. Implement necessary corrective measures such as: thinning, fertilizing, tubing, netting, bud-capping, spraying, or rodent control.Cruise and appraise timber on county-owned land and for road right-of-way purchase, other county purchases, and for county land exchanges. Set up and administer contract cruises.Prepare and maintain records, reports and statistical data as required by departmental policy and procedures, state and federal law; assist in establishing and maintaining policy and procedures; assist in preparing and monitoring budget; perform fiscal recordkeeping in specific program area.

Skills/Qualifications: This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job. Bachelor's degree in forestry with coursework in management and three years progressively responsible work experience in reforestation and timber sale administration.Within one year of employment, incumbent must obtain a pesticide applicator's license. RequiredAt time of appointment, must possess valid Oregon drivers license Regular and consistent attendance Knowledge of: Thorough knowledge of theories, principles, practices, procedures and regulations of forest management, silviculture in particular; considerable knowledge of management of short- and long-range forestry programs to analyze situations, determine solutions, implement the plan and evaluate results; considerable knowledge of forest management incentive programs; considerable knowledge of herbicide application and regulations; considerable knowledge of mathematics; considerable knowledge of contract administration; considerable knowledge of road location, survey and design; considerable knowledge of use and maintenance of forestry equipment. Skill in: Preparation of project plans and specifications; technical report writing; budget administration; writing clear and concise correspondence, records, contracts, reports and statistical data. Ability to: Communicate effectively in both oral and written forms; work independently and manage time and materials efficiently; make decisions independently in accordance with established policy and procedures, and use a considerable degree of initiative and judgment in completing tasks and responsibilities; conduct research, gather, assemble and analyze data; establish and maintain recordkeeping systems and reports; courteously meet and deal effectively with other employees, other agency representatives, landowners, contractors, vendors and the public. Position requires driving. Finalist will be required to provide a driving history that meets the Douglas County Driver Policy as part of contingent offer of employment
MINIMUM QUALIFICATIONS
Physical Examination / Drug Screen: Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy. To determine if physically qualified to perform essential functions, employment offer is conditional upon satisfactory results of a post-offer medical and hearing exam conducted at county expense.Background Investigation: While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background check as part of a contingent offer of employment.
