Why does the job exist?
Interviews are anticipated to be conducted within two weeks of closing date.
This position will manage the procurement and contracts development sections within the Financial
Management Bureau by supervising staff, overseeing that the purchasing and contracts processes are in
compliance with the NM State Procurement Code and other state and federal laws. The position will also assist
in our annual audit, managing grants and supervising the accounts payable section.
Chief Procurement Officer (CPO) certification strongly preferred.
How does it get done?
The Chief Procurement Officer will complete the required certification program provided by SPD and make
determinations; issue purchase orders and authorize small purchases; and approve procurement pursuant to
the Procurement Code. The incumbent will supervise a staff while overseeing the day-to-day operation of the
Procurement Unit and Contract Development Unit making sure processes are compliant with state and federal
law, NM Procurement Code, rules, regulations and NMCD policies and procedures; provide guidance to staff
on critical issues pertaining to procurement and contract development; ensure quality assurance checks are
being conducted on purchasing and contract documents; and coordinate special projects and requests for
information that require purchasing or contractual information. The position will also be responsible for the
oversight of Federal grants and ensuring that they are accurately accounted for. The incumbent will also
ensure that requests for reimbursements are submitted in a timely manner and ensure receipt of payments are
current/recorded properly.

Minimum Qualification
A Bachelor's Degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Employment may be subject to a
preemployment background investigation and is conditional pending results.
Working Conditions
State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.
Work is performed in an adult prison environment, which includes daily contact with inmates. Willingness to
work in a correctional facility, may be required to work odd hours, overtime, holidays, and weekends.
