Under the supervision of the Executive Council, the Division Administrator serves as the leader of the Family Services Division within the Forest County Potawatomi Community (“FCPC”). This position will provide leadership, planning, technical direction, communication and supervision of all division employees and operations to ensure safe, effective, efficient and quality performance. The Division Administrator is responsible for ensuring that the division is in compliance with all applicable rules, regulations, laws, policies and procedures, motions, directives, grants, contracts, and agreements. The Division Administrator shall be responsible for the day to day supervision and management of the division specific programs. The Division Administrator oversees the following departments and programs: Child Support, Child Care, Rising Sun Day Care, Family Resource Center, Indian Child Welfare, Community Advocacy, Economic Support, Community Service Program, and Family Service Division Administrative staff. The Division Administrator shall understand expectations, make recommendations, and report results to the Executive Council and other assigned individuals or departments. The Division Administrator must maintain confidentiality of all information. The Division Administrator works closely with and reports to the Executive Council.

Here's what you'll be doing:
- Successfully carries out all duties and responsibilities assigned to the Division Administrators in the FCPC Handbook and ensures that all Executive Council motions and directives have been accomplished.
- Develops appropriate metrics and tracking mechanisms to build accountability, measure results, and optimize the impact of management function.
- Properly manages and coordinates all grants, contracts, and agreements in accordance with the required provisions.
- Creates departmental plans, goals, objectives, and policies and procedures.
- Plans, directs, and implements the systematic and coordinated delivery of services provided through the division and Community
- Supervises division managers and employees, including work allocation, training, resolving problems, evaluating performance, making recommendations for personnel actions, and motivating employees to achieve peak productivity and performance.
- Facilitates coordination and collaboration between departments and divisions to ensure seamless service to the Community.
- Improves staff effectiveness by counseling, training, recommending disciplinary action for employees and managers, planning, delegating, monitoring, and appraising job tasks and results in a timely manner.
- Identifies, develops, and implements standardized policies and procedures in accordance with all applicable laws and regulations.
- Facilitates communication, education and interpretation of established Family Services Division associated Tribal Ordinances.
- Oversees foster care including case management and the licensing and monitoring of foster care homes to ensure compliance with regulations.
- Provides protective services to children and elders including referrals, collaboration and assistance to appropriate investigating agencies. Makes appropriate recommendations of interventions or placements in cases of neglect and child abuse.
- Counsels families and individuals; provides support to crisis interventions and referrals.
- Assists in the management and communication of high needs cases including staff and treatment plan supervision in departmental programs
- Attends court hearings and makes recommendations to the court as requested.
- Assumes fiscal responsibility for the division, including preparing and maintaining departmental and division budgets, overseeing compliance throughout the fiscal year, and completing time keeping reviews and approvals.
- Keeps the Executive Council and other divisions informed of the division activities by attending meetings and submitting reports.
- Maintains professional and technical knowledge.
- Contributes to a team effort and accomplishes related results as required.
- Performs other duties as required.
Here's what you'll need to be successful:
- Bachelor’s Degree in Psychology, Social Work or related field required, Master’s Degree preferred.
- Three years of supervisory experience required.
- Certified Social Worker and/or Licensed Clinic Social Worker preferred.
- In lieu of the education requirement, FCPC will consider a candidate with seven (7) or more years of leadership experience in related fields specific to each division.
- Valid Wisconsin driver’s license
- Successfully pass a background check and pre-employment drug screening.
Knowledge, Skills, and Abilities:
- Knowledge of applicable Tribal, federal, state, and local laws and regulations is strongly preferred.
- Knowledge of FCPC organization, functions, objectives, and policies and procedures is strongly preferred.
- Knowledge and understanding of the Native American people, traditions, values, and culture is strongly preferred.
- Knowledge of Tribes judicial system strongly preferred.
- Knowledge of case management and crisis intervention.
- Ability to design and implement systems to collect, maintain, and analyze data.
- Excellent listening and communication skills whether verbal or written format.
- Ability to develop and deliver effective training programs, speeches, and presentations.
- Ability to analyze complex issues and develop creative responsive solutions.
- Ability to carry out instructions furnished in verbal or written format.
- Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.
- Ability to interpret, monitor, and ensure compliance with applicable laws and regulations, policies and procedures, Executive Council motions and directives, grants, contracts, and agreements.
- Ability to maintain confidentiality.
- Ability to exercise independent judgment, work independently, and meet strict time deadlines.
- Ability to interpret policies and regulations and prepare written determinations.
- Skill in preparing, reviewing, and analyzing operational and financial reports.
- Skill using logic and reasoning to analyze problems, identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems, and implement recommendations.
- Skill in operating various word-processing, spreadsheets, and database software programs in a Windows environment.
