The WSLCB Enforcement and Education Division is announcing an exciting opportunity for an Enforcement and Education Program Manager position in Olympia, WA . The Enforcement and Education Division Program Manager reports to the Deputy Chief of Administration.


The Program Manager is the Division’s central point of contact to Lexipol Acknowledgement Management (KMS) contract. This position is expected to be proficient in the functions and application of the KMS database, which houses the Division policy and procedure manuals. The Program Manager will monitor the archiving of KMS files, posting of manual to LCB SharePoint, and act as a liaison role to the Lexipol IT services and subject matter experts. This position or designee will provide KMS orientation to all new hires with written materials.

This position is assigned responsibilities to assist in coordinating, conducting, and reviewing legislative bill analyses. This position advises on key aspects of the legislative process, including preparation of talking points, participation in agency bill review discussions, and other duties as needed.

The Program Manager is assigned the oversight to the division's FDA Tobacco Inspection Program under a federal contractual agreement, comprised of a program coordinator and six field inspectors. In this role, this position facilitates the program requirements to maintain contractual compliance and budgetary oversight. The position will also secure FDA credentials and complete annual program training requirements. Additionally, the Program Manager performs evaluations, and utilizes effective performance management to recognize staff accomplishments that meet division goals and or corrective action if necessary.

This position contributes to the divisional strategic plan relating to diversity, equity, inclusion, and belonging.

Duties


Duties include:


  • Develops, manages, and recommends changes to streamline policy and work methods to sustain efficiency within the divisional infrastructure.
  • Be proficient in the functions and application of the Lexipol Knowledge Management System (KMS) database, which houses the Division policy and procedure manuals.
  • Leads and coordinates with the agency Performance Manager to process agency-level policy or procedure revisions relevant to the division.
  • Coordinates, conducts, reviews legislative bill analyses and advises on key aspects of the legislative process, including preparation of talking points, participation in agency bill review discussions.
  • Collaborates with division analysts regarding legislative fiscal impacts and/or data information.
  • Manages contractual components/requirements, inclusive of the funding application process (e.g. Request for Proposal) utilizing project management skills relating to scope of work, risk factors, resources, and fiscal oversight within timelines.
  • Completes and sustains required training, certifications, and commission standards relevant to the FDA program.
  • Supervises a Program Specialist 5 and has oversight of field inspectors.
  • Be familiar with the federal SQL server database (TIMS) in the oversight of program and establish protocols in the Division as required for services, evidence collection, and equipment issuance.
  • Manages annual negotiations with the federal government pertaining to analysis that secures additional funding allocations, budget revisions, workload/training adjustments, database upgrades, equipment upgrades, or work process improvements that sustain efficiency and effectiveness in completion of activities.
  • Develops and presents support materials for Division management driven by data to describe the key work activity.

Qualifications

Required Qualifications:


  • Bachelor’s Degree in Criminal Justice, Public Administration, or related field.
  • Five (5) years of experience in professional level management as a governmental manager or similar position or experience.
  • At least two (2) years directly related to supervising, training, or managing a law enforcement function or team, or in combination with experience in working with and developing enforcement policy or standard operating procedures.
Note: Experience may substitute for year-to-year relevant education.

  • Ability to use advanced leadership and management skills including planning, consensus building, interpersonal and group communications, coaching and mentoring, meeting facilitation, public speaking, performance measurement, and other supervisory/management skills with a people-oriented management philosophy.

  • Ability to communicate effectively and collaboratively, both orally and in writing, across a broad spectrum of executive, management, professional and technical support staff.

  • Ability to understand, interpret, explain, and apply laws, regulations, rules, procedures, policies, standards, and guidelines.

  • Knowledge of computer programs including Microsoft Word, PowerPoint, Excel, and use of databases.

  • Knowledge of SQL server database programs, with familiarity of software development and/or testing.

  • Knowledge and experience in policy and/or procedure development.

  • Knowledge and experience in legislative bill reviews and development.

Preferred/Desired Education, Experience, and Competencies:

  • Knowledgeable of prevention strategies with proven experience in public safety, enforcement or social/health field.

  • Demonstrated ability to communicate effectively and collaboratively with law enforcement, community, and stakeholders with inherently diverse interest.

  • Proven experience, performing policy or procedure analyses, legislative bill analyses, and/or advising or researching key policy decision points to support law and/or rule changes.

  • Knowledge and experience of the legislative process, legislative bill reviews and development.

  • Demonstrated ability to conduct or lead quality improvement projects, process improvement analyses, or performance management efforts using tools and techniques such as Six Sigma and Lean.

  • Professional experience, and/or academic training in applying diversity, equity, inclusion, and belonging principles; direct experiences with people of diverse backgrounds and/or learning from others.
