JOB TITLE: ENERGY AND MECHANICAL SYSTEMS MANAGER FACILITIES DEPARTMENT / OFFICE OF FINANCE & OPERATIONS DISTRICT OFFICE

GENERAL STATEMENT OF JOB

Under limited supervision, serves as District Manager for all energy consuming equipment, mechanical, and heating, ventilation and air conditioning (HVAC) equipment and associated controls systems; provides instruction and training to all facility managers and provides the technical expertise required to monitor and implement energy saving activities on the human and technical level. Reviews and approves mechanical designs for new construction and renovations, and performs related supervisory and technical work as required. Reports to the Director of Facilities Operations.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

Provides technical support in the development and implementation of energy programs and serves as the district’s principal technical advisor regarding current and emerging utility issues, building energy management technologies, internal energy usage policies, and regulatory compliance, ensuring compliance with all applicable laws, policies, procedures and standards.

Researches, plans, develops and coordinates a comprehensive District-wide energy management program, including system program control, comfort settings and coordination of special events; troubleshoots related problems and makes and/or initiates required maintenance and repairs. Performs energy audits of district facilities to determine energy saving opportunities.

Develops and administers the District’s mechanical contracts; reviews and approves mechanical designs for new construction and renovation projects as requested. Prepares bid specifications that pertain to energy utilization, mechanical installations and replacement. Coordinates maintenance activities related to energy management.

Develops and implements an energy conservation program for staff and students. Conducts energy meetings with all levels of supervision within school district.

Assists in the preparation of utility budgets. Communicates with local utility companies to obtain best rate pricing. Maintains accurate records as they relate to energy savings.

Administers Federal and State assistance programs to provide grant monies that relate to energy management.

Keeps abreast of all new legislation, products and energy developments Supervises subordinate technical staff; supervisory duties include instructing; assigning, reviewing and planning work of others; coordinating activities; participating in the selection process for new employees; acting on employee problems; and recommending employee discipline and discharge. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.

Receives and responds to concerns, complaints and inquiries in areas of responsibility. Prepares and/or processes budget documents, technical reports, contracts, training materials, performance evaluations, various administrative reports, memos, correspondence, etc.

Operates a vehicle and a variety of equipment such as a computer, printer, copier, blueprint copier, calculator, telephone, HVAC / utility system controls, meters, camera, etc.; uses clerical and computer supplies, ladders, electrician’s tools, mechanic’s tools, engineering scales.

Interacts and communicates with various groups and individuals such as the immediate supervisor, subordinates, facility supervisors, other District / school administrators and staff, vendors and service providers, and the general public.

Attends training, seminars and workshops, etc., as necessary to maintain and enhance job knowledge and skills.

ADDITIONAL JOB FUNCTIONS

Assists with special projects as assigned. Performs routine administrative/office tasks as required, including but not limited to preparing reports and correspondence, copying and filing documents, answering the telephone, entering and retrieving computer data, etc.

Performs related duties as required.

MINIMUM TRAINING AND EXPERIENCE

Requires Associate’s degree, vocational technical degree, CEM (Certified Energy Manager), or equivalent work experience in energy management, facility management or a closely related field, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must have an in-depth understanding of mechanical and electrical systems including HVAC, boilers, chillers, building automation controls systems, lighting, lighting control, power distribution, etc., and experience diagnosing and troubleshooting complex mechanical systems and controls. Substantial knowledge of Excel or equivalent is required. Preferences include financial and utility management experience, particularly in a large organization; and energy management experience in the education sector. Must possess a valid state driver’s license.

Job Type: Full-time

Pay: $24.17 - $35.00 per hour
