DEPARTMENT DESCRIPTION:
Assist communities within the 4AB PHEP coalition to complete deliverables for the Federal and State
emergency preparedness grant deliverables and other essential functions:

Responsibilities:
Focus Area 1: Plan Development and Maintenance
Support communities to build capacity to respond to public health emergencies by enhancing community
Emergency Dispensing Site (EDS) plans. Anticipated plan development and maintenance topic areas within

this focus area may include (but are not limited to):
  • Standardizing EDS policies and procedures
  • Inventory and vaccine management
  • Public information and warning
  • Access and functional needs
  • Volunteer management
Focus Area 2: Regional Education. Training. and Exercises
Support communities to enhance regional preparedness education and training. Anticipated education,
training, and exercise topic areas within this focus area may include (but are not limited to):
  • Medical countermeasure dispensing and administration
  • Inventory allocation and management
  • Public information and warning
  • Health equity
  • Infectious disease planning and response
Focus Area 3: Health Equity-,:
Support regional work to to identify and develop activities, planning considerations, and trainings around health
equity and disproportionately impacted populations. Anticipated health equity topic areas within this focus area

may include (but are not limited to):
  • Community engagement
  • Mitigation strategies
  • Access and functional needs
  • Social determinants of health
Focus Area 4: Evaluation
Support the Boston Urban Area Security Initiative (UASI) communities to complete their BP4 evaluation
requirements
Other Duties
  • Serve as a point of contact to MDPH and the 4AB communities related to PHEP deliverables and
requirements and maintain regular and timely communication with the 4AB PHEP Coalition leadership.
  • Provide capacity building opportunities to local health directors, agents, and administrators and
ensure their compliance with state and federal public health preparedness, training, and exercise
requirements.
  • Participate in the PHEP Coalition Executive Committee and General Coalition meetings.
  • Participate in the Metro Regional Preparedness Coalition stakeholder meetings.
Act as Administrator for the Coalition websites to make plans and other resources accessible and available to
stakeholders.
Serve as primary point of contact for resource management projects being developed by the coalition.
Work closely with the Planning & Operations coordinator and the Health Care coalition manager to ensure that
emergency preparedness plans align, information about existing resources and contacts are up to date to support
a response, and participate in the continued development of a vibrant coalition that meets the needs of all of its
stakeholders.

MINIMUM QUALIFICATIONS

Education / Experience / Training :
Bachelor’s Degree. Master’s Degree in Public Health, Public Health Planning or related field preferred.
HSEEP certification preferred.

Experience : Prior experience working with emergency response plans preferred. Planner must be familiar with the roles and responsibilities of Massachusetts Emergency Preparedness Coalitions, emergency protocols, techniques and styles of public outreach and communication, emergency response planning, and the National Incident Management System and Incident Command System.

Knowledge, Ability, and Skill: Strong organizational, technical writing and communication skills required. Ability to analyze complex issues and develop relevant and realistic plans, programs and recommendations. Ability to interact effectively with a wide variety of people with varying levels of expertise. Possess strong writing, analytical, and public speaking skills. Ability to develop sound, professional recommendations based on a good knowledge of planning practices. Individual must be highly organized, responsive to email and telephone requests, self-motivated, able to multi-task and to work independently.
