The mission of the North Carolina Division of Workforce Solutions (DWS) is to develop North Carolina's workforce talent, help individuals advance their career opportunities, and meet business workforce needs by connecting talent to jobs. The NCWorks Career Center provides a full range of services to diverse categories of job seekers and employers to meet their employment and placement needs through: assessment and development of job requirements; evaluation of experiences, skills and abilities; referral to jobs, job training programs, or other placement services.
This position is responsible for the management of the Division's general accounting functions which include accounting systems analysis, design and implementation of improved financial accounting systems, the management of those systems, systems processing, fixed assets, federal funds and accounts payable. It manages the Division's financial activities associated with the administration of the Workforce Innovation & Opportunity Act (WIOA) and all general accounting functions. WIOA funds account for approximately $170 million dollars from current and carryover funds to manage each year.
The position performs a variety of programmatic and administrative duties, which include, but are not limited to, facility management, assisting other units with administrative support, vehicle management, office closures, office leases, oversight of office supply purchases, and enforcing policies and procedures to effectively carry out the Division's goals in a professional and timely manner.
This position oversees the NCWorks Training Center staff and programs. The Training Center manages training functions for DWS and partner staff, and oversee major training events such as the NCWorks Partnership Conference.
The National Center for Occupational Information Network, or O*NET Development is the single-source entity tasked to conduct the development and update of the O*NET occupational information system for the United States. The O*NET is a system of occupational information and related products. The primary purpose of the Center is to carry out the work related to the development and implementation of the national program of O*NET occupational skills analysis, assessment, and data collection as the sole-source grantee under a grant agreement with the US Department of Labor/Employment and Training Administration (USDOL/ETA).
As DWS is 100% federally funded with grants from the US Department of Labor, this position has oversight of financial operations related to all grants, as well as matching financial and programmatic data related to NCWorks.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
- Thorough knowledge of Fiscal/budgetary theories and methodology.
- Thorough specialized accounting knowledge and judgment.
- Thorough knowledge of the direct application of or management of the reliability of systems and internal controls.
- Thorough knowledge of the development and/or implementation of departmental rules and regulations.
- Ability to mentor, coach and manage the performance of staff in multiple units.
Management Preferences:
- Prior experience with federal grants and knowledge of the North Carolina Accounting System (NCAS), Government Accounting Standards Board (GASB), Office of Management and Budget (OMB), and state financial systems and policies is highly desired in the position.
- Knowledge of Federal Accounting & Reporting System (FARS) and Workforce Information System Enterprise (WISE) systems or similar electronic accounting systems would be helpful.
Bachelor's degree in accounting, business, finance or other discipline related to the area of assignment from appropriately accredited institution and five (5) years of progressive related experience, in which, two (2) years should be in a supervisory role, or equivalent combination of education and experience.
