GENERAL STATEMENT OF DUTIES:
The University of New Haven’s Director of Payroll & Student Employment serves as the primary manager for the Payroll and Student Employment Offices. This position is responsible for and accountable for directing the in-house payroll function and the time management systems for the University. This manager will direct and participate in the preparation of the weekly and semi-monthly payrolls for faculty, staff and students. Ensuring compliance with all Federal and State laws as well as compliance with Union Bargaining Agreements is of vital importance.
This manager will also provide direction and support for the Student Employment Office (SEO) aimed at making the employment process for students and the University community as effective and efficient as possible.
MAJOR ROLES & RESPONSIBILTIES:
- Hands on management of the Payroll Department, supervising two to three administrative staff members.
- Hands on management of the Student Employment Office (SEO), supervising two to three administrative staff members.
- Responsible for development, maintenance and compliance of payroll and SEO policies and procedures.
- Provides strategic leadership for Payroll operations while measuring and monitoring the effectiveness and efficiencies of the services provided.
- Ensures accurate and timely in-house processing of the University’s payrolls, weekly and semi-monthly, through Ellucian’s Banner system, time management systems and payroll reporting requirements.
- Prepares and submits all federal and multi-state payroll tax reports, including quarterly and year-end returns; reviews non-wage payments for tax liabilities and acts as the general resource person for technical payroll and tax matters.
- Advises departments on payroll and taxation issues, policies, and procedures.
- Works with other members in the Business Office so the timely posting of all payroll transactions are properly recorded to the general ledger including reconciliations of payroll tax accounts and 403b liabilities.
- Manages tax table updates, W-2 processing and develops the University’s annual payroll calendar.
- Assists with required data for various audits; financial statement, A-133, 403B and worker’s compensation.
- Trains, motivates, and develops the payroll and SEO staff members.
- Develops, implements, and monitors departmental goals and objectives.
- Reviews and recommends changes to improve operational effectiveness.
- Fosters an environment where a high level of customer service is delivered to faculty, staff and students.
- Understands and champions system changes, upgrades, and government mandated changes to payroll. Assists IT and HR in managing the implementation and maintenance of payroll and payroll related systems
- Perform other duties as assigned by the Associate Vice President for Finance.
Qualifications
Required Qualifications:
Bachelor’s degree in Business, Human Resources or related field, and a minimum of eight (8) years of experience in a senior level payroll manager position required. At least five (5) years of supervisory experience, preferably in payroll, are also required. Expertise in the end-to-end payroll process and a high level of understanding of general business operations and internal control concepts. Solid knowledge of federal and multi-state regulations and payroll fundamentals including payroll tax, reporting, balancing, pay policies, garnishments, and payroll best practices. Excellent interpersonal, verbal and written communication skills are essential as are strong analytical, diagnostic, and problem-solving skills with an attention to detail.
Preferred Qualifications:
An MBA and prior work experience in a higher education environment. The successful candidate must have a high level of moral character and the required personality to effectively work well with others in a collegial manner across all levels of the institution. Proficiency in the Microsoft Office suite and experience with Ellucian’s Banner HR / Payroll system and TimeClock Plus time and attendance system preferred. Certified Payroll Professional (CPP) designation preferred. Some qualifications may be waived based on experience.
