Reporting to the Chief Information Officer, the Director of IT, Enterprise Information Systems (EIS Director) is primarily responsible for leadership in the implementation, integration and ongoing evolution of GVHC information systems. The EIS Director uses strategic leadership, professional resources, and organizational knowledge to operationalize the information technology strategic plan and further the overall department and organizational goals. In addition, the EIS Director serves as an expert liaison between clinicians, ancillary departments, and Information Services to align clinical, business, and IT standards with organizational workflow, processes and policies. The EIS Director oversees the functions of Applications integration, Software Development, Data Analytics solutions, Technical Project and Program Management, and Process Improvement initiatives for the organization.

This position will work out of our Atwater Site.
Schedule is Monday – Friday, from 8:00am – 5:00pm.

Compensation:

$132,516.80 - $153,420.80 Annually

Essential Duties and Responsibilities

  • Work with the CIO and other organizational leaders to determine solutions, timelines and resources necessary to achieve strategic goals.
  • Participate in the development of organizational policies and procedures.
  • Utilize direct reports and other team resources to oversee the execution of strategic solutions, including process improvement efforts, product implementation, program support and software development.
  • Develop and maintain a strong data governance framework; oversee the analysis, management and reporting of organizational data issues.
  • Work with internal and external stakeholders to provide direction and technical support for requests for data transfers, extractions and integrations.
  • Manage the software development process by creating, maintaining and enforcing procedures for implementing technical solutions.
  • Identify needs for application upgrades, additional configuration and new systems; report findings and recommendations to stakeholders.
  • Assist in building relationships with vendors and creating cost-efficient contracts for services; manage contract work for related projects.
  • Analyze existing processes and solutions and work with the CIO to develop a strategic process and technology roadmap to address the organization’s aggressive growth targets.
  • Work with the CIO and HR to recruit, hire and maintain strong technical resources; ensure that direct reports and their staff have and maintain the skillsets required to support the needs of the organization.
  • Oversee the development and management of the Clinical Scribe Program.

  • Other duties as assigned.

Physical Demands

  • Must be able to lift up to 30 pounds occasionally and push up to 50 pounds (on wheels) on rare occasions.
  • Must be able to hear staff on the phone and those who are served in-person, and speak clearly in order to communicate information to clients and staff.
  • Must have vision with or without lenses that is adequate to read memos, a computer screen, personnel forms and clinical and administrative documents.
  • Must have high manual dexterity.
  • Must be able to reach above the shoulder level to work, must be able to bend, squat and sit, stand, stoop, crouching, reaching, kneeling, twisting/turning, fingering and feeling.

Work Environment

The physical environment requires the employee to work indoors, primarily in an office setting. The noise level inside is quiet to average. Use of general office equipment is required on a daily basis. Travel may be required at times.

  • Valid CA Driver’s License, acceptable driving record, reliable transportation and vehicle insurance.

Education/Experience

  • Bachelor’s Degree in MIS, IT, Computer Science or related field required.
  • Masters Level Education with experience in MIS, IT, Computer Science or related field preferred.
  • Minimum (8) years of technology management experience required. Senior technology management experience highly preferred.
  • Minimum (8) years of project management experience required.
  • Minimum (6) years of data analytics experience required.
  • Minimum (10) years of application support, system implementation, upgrades and maintenance experience required.
