JOB DESCRIPTION: The Director of Integrated Case Management is responsible for the administrative, clinical, and programmatic management of case management services for specialized populations. Programs within this line responsibility include FIR (including FIR OUD), IPP, DVC and PTC direct service case management as well as case management coordination for special populations including Montgomery County disaster recovery and children of incarcerated parents. Responsibilities include managing, directing, and monitoring fee for service and cost reimbursement programs.
This position requires administrative and supervisory experience, an understanding of fee for service reimbursement systems, case management evidence-based practices and the ability to work effectively with professionals and officials in substance use treatment, criminal justice, parenting support, public health, and human services systems and with local government officials. This individual reports to the managing director for community engagement and is a member of the community engagement leadership team.
Responsibilities: are to include, but are not limited to:
- Direct the daily case management, clinical and administrative operations of criminal justice related case management programs including Forensic Intensive Recovery (FIR/FIR OUD), Intermediate Punishment Program (IPP), Philadelphia Treatment Court (PTC) and Domestic Violence Court (DVC).
- Direct case management coordination and programmatic activities for specialized case management services including individuals displaced by natural disasters and those needing parenting/caregiver support services.
- Work closely with FIR/IPP Case Management Supervisors to continuously monitor case managers’ productivity and ensure that case management staff is meeting established productivity and revenue targets.
- Monitor the daily activities, personnel management, and quality assurance activities at each of the identified programs in collaboration with program supervisors.
- Recruit, hire and work with program supervisors as well as participate in new case management orientation as needed.
- Collaborate with program partners to develop programs and resolve programmatic concerns as they arrive. This includes collaboration with DBHIDS, PADOC, Montgomery County, Adult Probation and Parole, Defenders Association, District Attorney’s Office, community-based case management service providers and FIR network of treatment providers.
- Attend meetings with criminal justice, behavioral health, case management agencies and participate on oversight and workgroups/committees as directed.
- Implement strategies to ensure and increase positive staff morale and promote teamwork.
- Help promote a culture of accountability and professionalism among all case management staff as well as a strengths-based, person-centered, trauma-informed approach to providing services.
- Ensure case management supervisors participate in regular trainings in relevant clinical and administrative topics and that they are operating in accordance with best or evidence-based practices.
- Work with PHMC’s HR Department to address employee relations issues and respond to disciplinary issues when they arise.
- Complete all program operational and data reports as required to meet funder mandates or PHMC requirements.
- Utilize data from program service delivery including participant feedback to improve program services/operations.
- Work with PHMC’s Total Quality Management (TQM) to ensure all Case Management staff meet CBH credentialing requirements and have completed all necessary paperwork according to timelines established.
- Work with PHMC’s TQM to develop relevant policies and procedures to ensure that all case management documentation meets CBH’s standards.
- Coordinate with case management supervisors to ensure training in clinical documentation and clinical quality improvement plans are developed as needed.
- Serve as lead representative for fee for service case management services in preparation for and during compliance and regulatory visits.
- Ensure that staff are trained in accordance with funder mandates, credentialing, and compliance standards.
- Identify and implement promising or evidence-based practices for programs within the Integrated Case Management area.
SKILLS:
- Must have strong knowledge of criminal justice, behavioral health, and disaster recovery systems
- Strong knowledge of working with individuals with behavioral health concerns
- Excellent written and oral communication
- Excellent administrative and organizational skills including attention to detail
- Sensitivity to racial, cultural, economic and gender specific issues
- Computer literacy – proficiency with Microsoft Office required
EXPERIENCE:
- Experience implementing fee for service and cost reimbursement programs
- Strong leadership skills and experience working as part of a team and developing consensus
- Program development and financial management experience
- Ability to work in a fast-paced environment and juggle multiple responsibilities and assignments
- Ability to think strategically and creatively
- Excellent writing skills including experience in writing proposals
- ASAM certified within 6 months of hire if not certified
EDUCATION:
- Masters’ degree in a related field with 10 or more years of supervisory work experience in behavioral health, criminal justice, public health
SALARY:
- Commensurate with experience
