The Los Angeles Unified School District is the second largest school district in the nation with an enrollment of nearly 575,000 students. The Director of Facilities Legislation, Grants, and Funding is responsible for planning, directing, and reviewing all grants and funding programs and related legislative activities for new and existing facilities for the District.

Job Duties

  • Coordinating the development of District-sponsored facilities legislation and developing and presenting information to support bills to various State Senate and Assembly committees and other state agencies and bodies
  • Analyzing proposed and existing legislation pertaining to the District's ability to secure and use funding from bonds and other sources, coordinating review by appropriate District personnel and assisting in formulating the District's position regarding legislation, and providing testimony as needed to various State Senate and Assembly committees and other state agencies and bodies regarding the District's position under the guidance of the Office of Legislative Affairs and Government Relations
  • Advising capital improvement project planning teams on Title 5 requirements - Locating new sources for funding projects

Minimum Qualifications

Education: Graduation from a recognized college or university with a bachelor’s degree, preferably including courses in business or public administration, public relations, accounting, school finance, communications, or a related field.

Experience: Six years of management* experience in a public agency grant management and/or finance program. Two years of experience analyzing, formulating, and advocating state or federal legislation and state or federal policy affecting the construction, modernization, or maintenance and operations of facilities may substitute for up to two years of the required experience on a year for year basis.

*Management experience refers to having responsibility for all activities of an organizational unit which includes supervision of personnel, budgetary responsibility, and primary responsibility for unit policy and procedures.

Special: A valid California Driver License and the availability of private transportation, or the ability to utilize an alternative method of transportation.

1. An employee in these class may be subject to the reporting requirements of the District's Conflict of Interest Code

2. Extensive travel will be required of the Director between Los Angeles and Sacramento

Desirable Qualifications

  • Leadership, supervisory, administrative, and organizational skills
  • Human relations and liaison skills, including the ability to establish and maintain effective working relationships while coordinating and negotiating win-win situations to achieve goals and objectives.
  • Exercising sound judgment in analysis and decision making related to legislation, grants, and budget matters
  • Knowledge of laws and regulations pertaining to California facilities programs/activities; California building program financing sources; legislative processes; and Federal and State grant programs and conditions.
  • Ability to achieve goals and objectives by working within a political environment and within prescribed policies and procedures associated with public education
  • Skill in conveying ideas and information in oral presentations and written communications
  • Ability to closely monitor details associated with funding and grants, track progress, and meet deadlines
  • Proficiency in using computers and software such as Excel, Word, PowerPoint, Outlook, Internet Explorer, etc.
