Description: Under the direction of a higher level supervisory official in the Department of Environmental Protection, assigned to a Division specific only to the implementation of scientific, technical, environmental, engineering, administrative/management, or fiscal programs, provides executive guidance and direction in the establishment and implementation of policies and procedures regarding the overall work operations, programs, activities and staff of a major operating Division concerned with the areas of environmental management; does related work as required.
Specific to the Position: The Director of the Division of Climate Change Mitigation & Monitoring is a senior executive within the Department’s broader Air, Energy & Materials Sustainability (AEMS) Program with direct operational oversight of statewide programs to monitor, plan, and implement measures to reduce emissions of climate and other air pollutants. A direct report to the Assistant Commissioner for AEMS, the Director will be responsible for shaping policy and implementing regulatory and non-regulatory initiatives through their management of a staff of approximately 75 environmental professionals across the following Bureaus: Climate Change & Clean Energy, Sustainability, Mobile Sources, and Air Monitoring. The Director’s responsibilities will include, but are not limited to, providing thought leadership and operational oversight of the Department’s efforts to:
- Mitigate climate change through regulatory and non-regulatory initiatives to reduce greenhouse gases and other climate pollutants through the implementation of New Jersey’s Global Warming Response Act and through contributions to statewide efforts to advance clean and renewable energy (e.g., offshore wind, solar, geothermal, battery storage);
- Promote sustainability principles and programs that support New Jersey communities and businesses in adopting practices that support long-term ecological, human, and economic health and vitality;
- Ensure the operation and maintenance of the New Jersey’s ambient air monitoring network for federal criteria air containments and air toxics to determine the levels of air pollution to which the public is exposed, and to engage in public awareness and education of air quality issues; and,
- Protect and improve public health and the environment by reducing air pollution from motor vehicles, engines, and the fuels used to operate them, and by encouraging travel choices that minimize emissions, including the implementation of statewide, comprehensive inspection and maintenance emissions testing for motor vehicles, and by contributing to statewide efforts to decarbonize sources of transportation emissions.
Preferred Skill Set: An advanced degree in engineering, environmental science, policy, and quantitative analysis. Experience designing, implementing, or managing significant governmental programs intended to improve air or environmental quality and/or to reduce emissions of greenhouse gases or other climate pollutants. Management of a large organization or teams of professionals with diverse skills, responsibilities, and backgrounds.
REQUIREMENTS:
Education: Graduation from an accredited college or university with a Bachelor's degree in Engineering or one of the biological, chemical, environmental, or physical sciences.
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
Experience: Eight (8) years of experience in the scientific/technical or engineering aspects of environmentally related activities, five (5) year(s) of which shall have been in program management.
NOTE: A valid Professional Engineers license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.
NOTE: A Master's degree in a discipline appropriate to the position may be substituted for one (1) year of the non-managerial experience as indicated.
NOTE: A Doctorate degree in a discipline appropriate to the position may be substituted for three (3) years of the non-managerial experience as indicated. (This is inclusive of the Master's degree and not in addition to.)
Residency: All persons newly hired on or after September 1, 2011 have one year from the date of employment to establish, and then maintain principal residence in the State of New Jersey subject to the provisions of N.J.S.A. 52:14-7 (L.2011, Chapter 70), also known as the "New Jersey First Act".
