DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for securing compliance with the New York State Uniform Fire Prevention and Building Code. The incumbent is also responsible for condemnation and demolition of structures and retains complete authority to order, in writing, the remedying of any condition found to exist in, on, or about any structure in violations of the Code and to issue appearance tickets for such violations. The work is to be performed under the direction of the Code Enforcement Officer pursuant to Executive Law II, 1985. Does related work as required.

TYPICAL WORK ACTIVITIES: (Illustrative Only)

· Has the responsibility to follow the direct written or verbal policies, procedures and orders assigned by the Code Enforcement Officer or office staff pertaining to the operation and enforcement of the uniform code;

· Helps control construction, erection, repair, alteration, demolition, removal or occupancy of all structures within the jurisdiction;

· Enforces all fire prevention regulations for all structures within the jurisdiction in compliance with related codes;

· Has responsibility for quality control of inspections based on standards from the New York State Uniform Fire Prevention and Building Code, under the direction of the Code Enforcement Officer;

· Has responsibility for, but not limited to, stop-work orders, inspections, violations noted, certification of occupancy, condemnation notices, and job completion records;

· In the event of long term absence of the Code Enforcement Officer, will be permitted to review, issue and/or deny building permit applications provided violations are not found in the normal review process;

· Explains the requirements of the Code to building contractors and to the general public;

· Investigates all complaints and follows up with appropriate action;

· Prepares and maintains a variety of records and reports related to the activities of the Code Enforcement Officer.

FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Good knowledge of the New York State Uniform Fire Prevention and Building Code; good knowledge of modern practices, principles, materials and tools used in building construction; good knowledge of the proper installation of heating, lighting, ventilation and plumbing fixtures; ability to prepare clear and concise reports, both orally and in writing; ability to understand complex oral and written directions; ability to establish and maintain effective working relationships with government officials and the general public; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma AND either:

(a) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree or higher in engineering, architecture or building science or related field; OR

(b) Graduation from a regionally accredited or New York State registered college or university with an Associate's Degree in electrical, mechanical or construction technology or related field and two (2) years of experience in building construction and building inspection; OR

(c) Four (4) years of experience as described in (b); OR

(d) An equivalent combination of training and experience as defined by the limits of (a), (b) and (c) above.

Special Requirements: Possession of a valid New York State Driver’s license is required at the time of appointment and must be maintained throughout employment. Incumbents must have ability to meet the transportation needs of the job.

Once appointed, candidates must meet the training and certification requirements set forth by the Office of Fire Prevention and Control (see section 434.5 – Certification of Code Enforcement Personnel - of the Official Compilation of Codes, Rules and Regulations of the State of New York (NYCRR)).
