PRIMARY PURPOSE OF POSITION

Investigate dig ins resulting in damage to ComEd and PECO facilities and make determinations as to who is at fault that will assist the claims group in collecting for the cost of repair. Intervene on jobsites to stop unsafe digging practices and follow up with training advice and assistance. Assist locators and excavators in a proactive manner to reduce dig ins to ComEd and PECO facilities. Protect the Company's assets and self-insured retention by managing the field investigation of Bodily Injury and Property Damage claims (including those claims in which litigation has been filed) as well as cases involving damage to company property. Temporarily fill in for the Supervisor and Manager on an as needed basis. Note: Position may be required to work extended hours, including 24x7coverage for storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES
  • Document damages through investigation process and assist claims in collection for damages by interpreting findings. Document work practices of locators and excavators that cause damages, provide training and other resources to correct/change work practices. Train and mentor new Liability Reps and Damage Prevention Investigators. (30%)
  • Intervene on the job and corporately with excavating and locating companies to prevent damage to ComEd and PECO facilities. Provide ongoing assistance through collaboration with Construction and Maintenance on difficult locates to ensure facilities are marked as required by the Illinois Damage Prevention Act. (30%)
  • Investigate occurrences of underground cable damages, Bodily Injury, Property Damage and Company Damage incidents, determine root cause(s) and assign fault. Testify as a witness in court proceedings on behalf of the company. (20%)
  • Proactively contact and intervene with companies that damage ComEd and PECO facilities multiple times. Track and document the damages, meet with company executives, safety personnel and schedule necessary training to reduce damages to ComEd and PECO facilities. (10%)
  • Participate in locating quality assurance program field auditing of work (5%)
  • Take a leadership role in existing or start a new local area Damage Prevention Councils supported by JULIE Corporation, PA One Call, DIGGER, PECO, and ComEd. (5%)

JOB SCOPE

Investigate dig in that result in damage to ComEd and PECO facilities using the Illinois Underground Utility Facilities Damage Prevention Act. (JULIE law) and PA One Call as a guide. Respond to and coordinate the investigation of major incidents (gas explosions, fires and electrocutions) including significant company damage events on a 24-hour basis. Meet with customers/claimants, witnesses, etc. to obtain facts of incidents. Evaluate damages and make a liability determination. Understanding the law, deductive reasoning and a common sense approach to construction and locating activities are needed when making an at fault determination. Facilitate open communication between ComEd and PECO, locate contractors and excavators to minimize the opportunities to damage ComEd and PECO facilities. Document investigations in a manner, which will assist claims in collecting on the cost to repair ComEd and PECO facilities which is approximately $5M - $7M. Operate with wide latitude for unreviewed action. Act as Company Representative in depositions and litigations. Provide educational services to internal and external constituencies; assist in the training of new DPS', LR's and Contractors. Serve on root cause investigation teams to provide the Claims viewpoint in these activities. Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's Degree in related field and 2-5 years experience in or directly related to two (2) of the following three (3) areas: Underground locating of buried facilities, excavation of underground facilities, and/or claims/security, OR, in lieu of Bachelor's degree, 6-9 years of related experience.
  • Extensive automobile travel and flexible work hours will be required.
  • Basic computer skills ability to use MS Word, Excel, Access, and e-mail required.
  • Acceptable driving record is a condition of employment.
  • Specialist will also need to the ability to develop skills required to perform training on techniques for underground locating and excavating.


PREFERRED QUALIFICATIONS

  • Background in underground locating of buried facilities and excavation of underground facilities
