CYF Business and Recruitment Manager (Full Time)
We are seeking a CYF Business and Recruitment Manager who will be responsible for preparing and managing the budget for the Office of Children, Youth and Families, and supporting leaders in making human resource and organizational changes. Who Are You?
You are a highly organized individual who values attention to detail, and you can gather and evaluate evolving information from multiple sources. You are an excellent communicator who enjoys working with various levels of government and external stakeholders. You can connect organizational needs with staffing strategies, with consideration for financial factors and other aspects.
What will You Be Responsible For?
- Preparing and managing the office’s recruitment plan.
- Working with workforce and retention team to identify strengths, strategies and barriers.
- Monitoring and implementing process improvements to ensure maximization and effective use of teams and recruitment and retention strategies.
- Responding to emerging issues (e.g., funding and program changes in response to the pandemic) and to state and federal changes in law or funding (e.g., by developing recommendations).
- Working in conjunction with KIDS team to support the Deputy Director in implementing organizational changes.
- Maintaining effective employee relations through employee engagement and communication and serving as the point person within CYF for staff hiring, advancement and development; acting as a liaison to the Office of Administration on each of these business functions.
What Background and Skills Does the Ideal Candidate Have?
- Demonstrated ability to collaborate with a variety of groups and to assist groups in reaching a consensus.
- Experience administering human service programs and/or quality assurance programs.
- Effective interpersonal, oral and written communication skills.
- Demonstrated knowledge of administrative/supervisory principles and procedures.
- Ability to relate to persons with diverse cultural backgrounds and socio-economic conditions.
- Ability to work independently with minimal supervision.
- Master’s degree in Public Policy/Administration, Business, or a directly-related field, plus five years of increasingly responsible experience with program design, project management, program development, policy analysis, and research, including two years of mid to senior-level supervisory or management experience.
- Valid driver’s license and access to a liable vehicle.

Job Location
This is an onsite, office position based at the Allegheny Department of Human Services in downtown Pittsburgh, PA.
Salary and Benefits
Salary Range: $80,000 -$85,000
If hired, candidates would be employed by GL and assigned to Allegheny County Office of Children, Youth and Families.
