The incumbent under the direction of the Chief Deputy Clerk/Office Manager and County Clerk manages the day-to-day operation of theRecords Office wherein is housed current and archival records of both Clerk and Recorder. Records and maintains Uniform Commercial Code filings, State and Federal Tax liens, Medical/Hospital Liens, andMechanic’s/Artisan’s Liens. Incumbent handles fees for receipt, processing, and deposit. Incumbent issues and records marriage licenses and will forward original coupons to Little Rock. Prepares notice for return of license. The incumbent maintains files and records articles of incorporation, assumed name, general partnership, and minister’s credentials and doctors and nurses’ licenses. Answers correspondence related to marriage records and prepares certified copies. Will performs duties of Voter Registration, early voting, and absentee voting during elections. The incumbent is a commissioned/sworn Deputy and is authorized to take and administer oaths to witnesses and persons commissioned in office in the State of Arkansas. Position is governed by state statutes, County Ordinances, and policies and procedures of the County Clerk/Recorder. This position is subject to State Legislative audit. Revenue from this office averages $789,000 annually. Records include, but not limited to uniform Commercial Code filings and liens on personal property, and real estate records and liens securing mortgages of an unlimited and indeterminable value and affecting title or real estate from patent of the United States forward. Marriage License, Articles of Incorporation, Assumed Name, General Partnership, Ministers Credentials and Doctors and Nurses licenses.

Education and Experience:

Knowledge of a specialized field (however acquired), such as basic accounting, computer, etc. Equivalent of four years in high school, plus night, trade extension, or correspondence school specialized training, equal to two years of college, plus 2 years related experience and/or training. Or equivalent combination of education and experience.

  • The incumbent must be able to prioritize and organize work to meet numerous deadlines.
  • Must have excellent communication, problem solving and analytical skills.
  • The incumbent must possess good computer and general office practices and procedures skills as well as general office equipment knowledge.
  • Must have the ability to work without supervision.
  • Must be able to interpret complex legal documents and state and federal statutes.
  • Exposed to highly confidential and sensitive materials, reports, and conversations; must maintain high level of confidentiality of office and privacy of litigants.
  • Must be able to perform tasks in highly stressful, fast paced, high-volume, crowded conditions, requiring high degree on concentration with constant interruption and the ability to refocus and perform tasks at a high level of efficiency and extreme accuracy.
  • Exceptional care is required in filing recording to ensure proper filing/recording sequence.
