Minimum Qualifications

Acceptable Experience and Education
Bachelor’s degree preferred (but not required) with an emphasis in statistics, data entry, research, mathematics, computer science, or a related field, from an accredited university or college and/or one (1) year experience in business analysis or office support, with one (1) year legal work experience.

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Typical Duties

Essential Duties
Maintains the accuracy and integrity of the information gathered throughout the criminal justice;

Identifies and consolidates all records related to a single individual; consolidates a single party record; ensures accuracy and that any errors related to positive identification, personal information, demographic information, and case information are identified and corrected in a timely manner.

Is responsible for the auditing of incoming justice system data; ensures data results are properly captured on retention and retrieval system and archived for legal and security purposes; prepares archived reports as needed;

Documents and maintains required records and statistics in case management databases; reviews current and historical data for accuracy and, when applicable, corrects, appends, or removes erroneous data;
evaluates and identifies sources of data errors and recommends process improvements;

Research cases dispositions with El Paso, Hudspeth, and Culberson counties, online and by telephone; proficiently navigates county computer systems to determine case dispositions;

Inputs, retrieves, and maintains information from various sources;

Reads, types, processes, documents, and files accurately in alphabetical and/or numerical order and distribute information;

Enters prosecutor and court dispositions in various computer systems;

Utilizes departmental programs, databases, and other resources to assist the various County departmental personnel with requests, by telephone, in writing, and in person;

Tracks and audits jail data ensuring compliance with relevant deadlines;

Screens and ensures all incoming personal identifying data of jail inmates are merged properly into single record (PID merging);

Ensures data compliance with 17.151 deadlines;

Coordinates with Information Technology (IT) on computer programming needs regarding case filing procedures; screen list of party information provided ITD to clean up old party records;

Completes data entry for various other justice system data as assigned;

Extracts research data from the justice system databases as assigned;

Investigates complaints and non-conformance issues;

Conducts and monitors testing and inspection of data to ensure data integrity;

Conducts recording and reporting quality data;

Follow all quality assurance standards protocols and procedures;

Collect and compile statistical quality data;

Recommends and monitor corrective and preventive actions;

Prepares and maintains reports of party record information communicate outcomes of quality activities;

Reviews and verifies records for accuracy;

Completes profiling and cleans up data errors; provides supervisor the outcomes and time it takes to update;

Supports on-site audits;

Reports audit findings to supervisors;

Assure ongoing compliance with quality requirements and standards;

Generates and reports results on performance measures as assigned;

Communicates with department users for the analysis of data collection issues;

Tracks accuracy and error logs and reports regularly to supervisors;

Makes recommendations to management in matters relating to technical solutions and/or improvements to data collection and accuracy processes;

Provides data updates to key websites;

Provides daily or frequent reports as assigned;

Serves as assistant on designated projects: works on other County projects as assigned;
Maintains confidentiality, integrity and ethics in all work functions and data guidelines;

Attends training and conferences related to these job duties to enhance knowledge and expertise in these areas.

Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and

Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills, including safety related training and skills;

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Job Summary

Summary of Position
The Data Quality Control Analyst under general direction and is responsible for ensuring quality control for incoming data into the justice system. The incumbent uses best practices in data entry to enhance incoming data into justice system databases and will be required to view the quality of the data across multiple agencies. In addition, they will evaluate and identify where the system enhancements may be required. The incumbent will need to have data profiling skills to navigate from case manager to jail manager centers in the case management system.

Knowledge of: Techniques of evaluating information obtained from a variety of sources; the methods of collecting statistical data; effective methods to present statistical information; legal terminology; current and previous County criminal systems, spreadsheets, data entry skills, standard software applications; computer peripherals; the principles and practices of effective customer service; social media; Microsoft office advance usage; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products. Skill/Ability to: data quality discipline; spreadsheet manipulation; be logical and analytical and attention to detail; read and understand technical manuals, procedural documentation and guides; demonstrate flexibility, adaptability to learn quickly in various technical and creative environments, while delivering quality and accurate work by tight deadlines; learns new applications and technology in a very short amount of time; be detail oriented, with strong analytical skills and problem solving skills; high degree of data accuracy; be proficient at utilizing spreadsheets and general data entry in various programs; be able to plan and execute work both independently and as a team member; display an ability to prioritize and manage several tasks; display a high degree of self-motivation; identify, troubleshoot, research and provide solutions to hardware and software problems; communicate effectively both orally and in writing; be dependable and self-motivated; to deal with the public courteously and effectively; and establish and maintain cooperative and effective relationships with those contacted during the course of work; Pass a background investigation.

HOLIDAYS
16 holidays per year as recognized.
VACATION
Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.
10 days (1 through less than 5 years of service)
15 days (5 through less than 15 years of service)
20 days (15 years of service or over)
SICK LEAVE
Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.
MISCELLANEOUS PAID LEAVES
Military Leave – 15 days of paid leave per fiscal year for active military service
Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.

DEFERRED COMPENSATION
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.

LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.

LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.

SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.

RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.

HEALTHY LIFESTYLE REIMBURSEMENT
Reimbursement of $15 per month for 6 months of continuous gym usage.

EDUCATIONAL ASSISTANCE PROGRAM (EdAP)
Reimbursement up to $2000 per calendar year for eligible education expenses.

EMPLOYEE FITNESS AND WELLNESS CENTER
The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
