Description

Under immediate supervisor, performs responsible, complex, and technical work, and supervises employees involved in the City's Housing Development and Lending/Rehabilitation Programs; does related work as required.

Examples of Duties
  • Reviews plans and specifications for all projects proposed for development on city-owned land or where funds are provided by the city, to ensure completeness, accuracy, and consistency with the overall development plan;
  • Provides oversight and management of all City-sponsored and City-invested construction projects;
  • Establishes and maintains records of work assignments, bidding lists, jobs outstanding, jobs completed, etc.;
  • Reviews and assists in the approval of construction draws;
  • Interviews and recommends eligible contractors to participate in City housing programs;
  • Maintains and updates records for current construction costs for in-house cost estimating;
  • Assures the integrity of architectural design and cost efficiency in the review of plans and specifications for new housing construction projects;
  • Reviews and approves design changes during construction;
  • Conducts site visits related to projects;
  • Attends and participates in project progress meetings;
  • Assures timely completion of all phases and regulatory compliance of projects;
  • Performs “trouble-shooting” function in the identification and resolution of operational/process problems;
  • Resolves problems between owners and contractors/developers (owner-occupied rehabs only);
  • Receives, opens, and recommends bid awards;
  • Prepares weekly reports summarizing work accomplished by each contractor and distributes to the Community Development Housing Development Manager;
  • Confers and consults with contractors with City departments, developers, and other builders;
  • Makes final inspections.
Typical Qualifications

Education & Experience: Any combination of education and experience equivalent to an associate degree from a community college or technical school with training in the building trades and extensive experience in residential construction, construction project management, and residential and commercial renovation/rehabilitation work. Must possess or obtain a Building Level 2 Certification as a qualified building inspector by the State of North Carolina within one (1) year; North Carolina Certification as a Lead Based Paint Risk Assessor; Lead Supervisor Certification preferred.

Knowledge, Skills, And Abilities: Thorough knowledge of the principles, practices and techniques of single-family and multi-family residential construction and rehabilitation; knowledge of Community Development housing programs, forms, financing, regulations, bidding and contracting requirements, etc.; knowledge of Lead-Based Paint State and HUD Guidelines; ability to establish and maintain effective working relationships with co-workers and the public, contractors, and developers; ability to read and interpret blueprints and specifications; ability to summarize work in progress; ability to express technical ideas effectively orally and in writing; ability to manage multiple projects simultaneously; excellent verbal and written communication skills, mathematical acuity, and conflict resolution skills.

Proficient in Microsoft Office programs and the ability to comprehend and utilize other City software programs.

Supplemental Information

Must possess a valid North Carolina driver's license.


PHYSICAL REQUIREMENTS:
(Reasonable accommodations may substitute for any physical requirements listed): Must be able to lift or move up to 25lbs. and maneuver up to one mile; must be able to jump, crawl and climb, must be able to work with large and small objects and possess good communication skills. This position will work work both indoors and outdoors and may be exposed to cold, heat, changing weather, adverse smells and sights, loud sounds and long periods of standing and/or sitting.
