JOB SUMMARY: Responsible for receiving payments from the general public for real estate, personal property, and special improvement taxes; issues receipts and maintains payment records; balances and ensures the security of cash received; assists with public awareness for the Spanish community.
ESSENTIAL JOB FUNCTIONS:
- Collects payments from taxpayers for real estate and personal property tax bills; verifies amounts, parcel numbers, driver’s license, and work phone numbers; issues payment receipts.
- Reprint tax bills or receipts as necessary.
- Posts tax payment information into computer tax records.
- Prints daily reports reflecting tax payments received.
- Balances cash drawer with payments received on a daily basis; prepares a report reflecting cash and check totals and tax amounts paid.
- Answers questions concerning personal property and real estate tax amounts; obtains correct parcel numbers for taxpayers.
- Accepts tax payments from other counties; calls to verify amounts and forwards payment to correct billing county.
- Completes address change forms for taxpayers; forwards forms to the main office.
- Prepares media releases for taxpayers with English as a second language.
- Accepts payments for delinquent special improvement taxes by a separate check and forwards to the main office.
- Calculates tax amounts for taxpayers upon request.
- Assists non-English speaking customers with payment of taxes or answers questions.
- Attends meetings and other functions as a representative of the Treasurer’s Office to educate citizens about English as a second language.

WORKING CONDITIONS: Work is performed primarily in a smoking-restricted environment with frequent travel to other Pulaski County offices. This position must attend functions at various locations throughout the community.
MINIMUM QUALIFICATIONS:
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:
- Considerable knowledge of personal property, real estate, and special improvement tax billing procedures, methods, and records maintenance.
- Considerable knowledge of methods and techniques in the presentation of public information sessions.
- Good knowledge of office practices, procedures, equipment, and terminology.
- Ability to monitor and secure large sums of money.
- Ability to make basic mathematic calculations accurately and effectively.
- Ability to plan and organize projects and programs for non-English speaking citizens, groups, and communities.
- Ability to communicate tactfully and effectively with business owners and the general public.
- Skill in the operation of and data entry into a computer.
- Skill in the operation of standard office equipment.
- Skill in written and verbal fluency in the required language(s).
PHYSICAL REQUIREMENTS:
- Digital dexterity is necessary for keyboard operation.
- Visual acuity is necessary for gathering information from a computer screen.
- Ability to hear and speak sufficiently to communicate information in person, in writing, and by telephone.
EDUCATION AND EXPERIENCE:
Completion of high school or equivalent with advanced bookkeeping or related courses; Considerable cashier, teller, financial record keeping, or related work experience; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
- Employment is contingent upon the successful completion of a criminal background check.
- Must be bondable.
- Employment is contingent upon the payment of current and delinquent property taxes.
- Must possess or be able to obtain a valid Arkansas Driver's License.
- Must be bilingual to communicate effectively with all members of the community.
