SUMMARY
Community Resource Representatives in the Merit System assist residents, non-profit agencies, city and town officials and community groups to develop citizen and community participation in community development or community health programs. Employees in this job class act as a liaison on behalf of the community and citizens, providing information and explaining and interpreting policies or ordinances for residents so informed decisions are made regarding neighborhood and community issues. Community Resource Representatives are also responsible for maintaining related correspondence and communications, identifying community needs and priorities, as well as developing and implementing projects and programs. Employees in this job class work under general supervision and their work is reviewed through meetings and performance evaluations.
TYPICAL JOB DUTIES:
  • Acquires, exchanges and disseminates technical or legal information to neighborhood or community associations or residents in assigned areas to ensure that complaints are addressed and community concerns are met.
  • Continuously observes/evaluates neighborhoods, reports findings/observations to appropriate parties, and coordinates requests for funding from Federal resources (i.e., CDBG & HUD) and other funding sources.
  • Implements, and monitors Neighborhood Association programs and community projects.
  • Planning, conducting, facilitating and attending meetings and special events such as neighborhood association meetings, and community interest meetings.
  • Explains and/or interprets policies or ordinances for residents so they may make informed decisions regarding neighborhood and community issues.
  • Facilitates site visits or meetings between citizens and agencies/departments regarding issues in neighborhood so they may assist in solving community problems.
  • Establishes and facilitates the development of relationships between community or neighborhood leaders, residents, politicians, and outside agencies.
  • Gathers and documents information from meeting participants (e.g., community and neighborhood meetings), such as issues of concern and/or possible solutions.
MINIMUM QUALIFICATIONS:

  • Driver's license.
  • Completion of three (3) college courses from an accredited college/university in any of the following areas: Sociology, Social Work, Planning, Urban Studies, Public Administration, Business Administration, or a related field.
  • Professional experience in program development and implementation.
  • Experience in a customer service capacity dealing with a diverse population.

PREFERRED QUALIFICATIONS:
Preferred Qualifications are examples of experience and education considered to be highly desirable by hiring agencies.
  • Bachelor's degree from an accredited college/university in sociology, social work, planning, urban studies, public administration, business administration, or a related field.
  • Significant work experience working in neighborhood/community program development, monitoring, and implementation.
  • Work experience monitoring budgets and expenditures.
  • Experience organizing/implementing community and public outreach events, efforts and mass communications.
  • Experience creating and managing social media platforms.

CRITICAL KNOWLEDGES:
  • Knowledge of software that documents and tracks various work activities and provision of services, including handling of customer complaints, completing service requests, managing service provider schedules, and producing descriptive summary reports (e.g., Medsphere, Microsoft Dynamics CRM, Incode, WebQA).
  • Knowledge of Birmingham’s Citizen Participation Manual.

WORK ENVIRONMENT:
Work is conducted both indoors in an office setting as well as regular field visits to external places of business such as community centers and other residential neighborhood locations. Work involves use of standard office equipment, such as computer, phone, copier, etc.

PHYSICAL DEMANDS:
Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.
