GENERAL STATEMENT OF DUTIES
Serves as the primary contact for commercial construction companies, developers, surveyors, and/or engineers ensuring the application and completion of all permitting functions are expeditiously completed. Work is supervised and reviewed by the Plans & Permits Chief.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class provides personal assistance to applicants for construction permits by guiding them in the application and permitting process. The employee meets with property owners, builders, or others and provides an individualized program for success that identifies the regulatory path for correct permitting including zoning, subdivision, health, fire, food and lodging, site, building, air quality, floodplain, erosion control, watershed, high rise, driveway, and landscaping. Work is typically performed after successful on-the-job training, special classes, review of memos and bulletins, and is evaluated on the basis of performance objectives, verbal or written evaluations of customer service from customers served, and direct observation.
Essential Duties and Tasks
- This position serves as the primary contact for all commercial site plans and permits including electronic submittals and processing.
- Approve and issue required commercial permits for building, electrical, mechanical, and plumbing and fuel piping by reviewing submitted application and enters information into permitting software.
- Set-up permit numbers for proposed commercial projects, calculate and process site plan fees.
- Provides detailed answers to questions regarding departmental policy and procedures for site plan and permitting process asked by property owners, contractors, citizens, attorneys, engineers, developers, surveyors, real estate agents, appraisers, or others.
- Distributes plans to Planning and Development Staff (Planners, Watershed, Erosion Control, Environmental Services, Plan Review) and other jurisdictions or agencies.
- Serves as a processing liaison with other county departments such as Environmental Health, County Attorney's Office, Tax, Planning and Inspections staff, Register of Deeds, and other external agencies such as the North Carolina Department of Transportation (NC DOT) and other municipalities.
- Schedule inspections, issue Certificate of Occupancy (CO), and release electrical and gas meters after all requirements have been met.
- Attends Technical Review Committee (TRC) meetings as needed as permitting representative to obtain details of project requirements and initiate a point of contact for future submittals.
- Ensures compliance with applicable regulations, codes, and laws by applying knowledge and skills to review, process, and approve permitting requests submitted by applicants.
- Create contractor accounts after verifying license status with appropriate state boards.
- Maintain commercial permit files to meet the state retention records requirement.
- Serves as primary backup during high call volume in phone rotation.
RECRUITMENT STANDARDS
Knowledge, Skills, and Abilities
- Knowledge of building inspections process to determine action needed for routine permit requests general county and state codes and laws sufficient to explain process or procedures to the public and customers.
- Knowledge of the scope of information requirements needed by field inspectors to complete an inspection of a building structure and the actions to be completed in the construction and inspection process before utilities can be activated and Certificate of Occupancy issued.
- Knowledge of construction requirements for inspections of pools, buildings, signs, etc.
- Knowledge of the state of North Carolina code requirements for permits.
- Knowledge of basic math sufficient to perform general mathematical calculations of permit fees or reconcile billing accounts and common office software and database programs on a personal computer and/or computer terminal.
- Knowledge of functions and use of plat books, address maps, zoning maps, floodplain maps, tax atlas (acreage and subdivisions), tax maps, Guilford County Development Ordinance, deeds, contractor's license files, and permitting system manual.

- Listening and verbal communications required to obtain/provide information to customers.
- PC use and data entry to create permit applications.

- Judgement in setting priorities.
A majority of duties flows routinely from permit applicants, inspection reports, and walk-in customers, electronic submittal, or via phone for application for permits. Position functions independently without close supervision and a supervisor reviews work periodically through direct observation, examination of completed work, and post-service evaluations on service provided.
Guidelines
Instructions are provided and policy or technical issues are resolved by supervisory or licensed inspection staff. Employees use various guides maps, tax acreage books, specific manuals for the work associated with the particular functions performed, permitting system manual, and various regulations and manuals provided by the State of North Carolina Code Examiners.
Complexity
Work is process and event (subdivision plans and platting process) oriented. Employees exercise concentration and attention to details when interacting with customers, inspection staff, scheduling inspections, and issuing certificate of occupancy and submitting site and construction plans.
Scope and Effect
Full performance of work functions ensures inspections are scheduled in a timely manner. Customers understand permitting and plans examination process, can obtain utilities for new commercial construction, and informational database is up-to-date. Inadequate customer service or data not up-to-date may affect timelines of inspections and/or operation of businesses.
Public Contacts and/or Public Assistance
Routine and direct public contact with building contractors, citizens, inspectors, attorneys, real estate agents, and utility companies. Questions relate to zoning, acreage books, or other matters including soil evaluations or the process for septic and well permits. Focus of contact is providing on-going information on the permitting process to those applying for permits.
Graduation from high school or GED and two years of experience in building and zoning, commercial development project management or in the construction industry with experience in general permitting and inspection procedures.
Special Qualification
Completion of the Planning Department's in-service training program on zoning and subdivision ordinances within one year of hire.
Completion of Law and Administration course either prior to or within one year of hire.
Physical Demands
Work is in a normal office environment with no environmental hazards. Routine office hazards such as corners of desks, cabinet drawers, cords, and chairs are present. However, work does not require the exertion of force or unusual physical demands. There are extended periods of sitting and focused visual acuity for entering information into desktop/laptop computers.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
