POSITION DESCRIPTION
POSITION TITLE: City Planner
REPORTS TO/SUPERVISED BY: City Administrator
Wage - $30.00 DOE + ability to raise base rate $1 for Floodplain Administrator Certification
A. POSITION PURPOSE
Performs a variety of technical duties related to ensuring compliance with the zoning, subdivisions and building ordinances and regulations of the City of Custer, as well as ensuring compliance with the Comprehensive Plan, under the direction of the City Administrator.
B. DESCRIPTION
Major Areas of Responsibility:
Directs Planning and Zoning.
Serves as the Staff Liaison to the Planning Commission and Zoning Board of Adjustment.
Assist the City Administrator with planning of projects.
Assist with Building Official and Building Inspector task as needed.
- Ensures compliance with all provisions of the Custer City Ordinances pertaining to building construction, subdivisions and zoning as well as the applicable State and Federal Health and safety codes. Maybe asked to assist with building and/or code compliance inspections.
- Develops and maintains GIS mapping of city. Insures compliance with the 911 addressing system and street numbering system. Maintains maps of city streets, property, and zoning. Maintains permanent property records by address.
- Reviews and updates the Comprehensive Plan as needed, and helps develop ordinance changes that flow from that plan. Researches and recommends updates to City ordinances or codes.
- Reviews plats, variance request and conditional use permits in addition to other documents for accuracy and compliance. Establishes policies and procedures for review including coordinating and managing the review of all applications. Prepares and maintains records and reports on the same, including detailed records of correspondence in all compliance issues.
- Acts as National Flood Insurance Program Manager on behalf of the City.
- Is responsible for developing partnerships and strong working relationships with other departments, contractors and developers to provide excellent customer service.
- Provides input on Planning budget.
- Participates in joint community and governmental meetings as needed.
- Serves as a resource and witness for the City, Planning Commission, and Board of Appeals.

- Maintains knowledge base needed to perform duties.
- Attends staff meetings as requested.
- May serve as City project manager when requested.
- Serves as Staff Liaison to the Planning Commission.
- Works closely with the City Administrator, Planning Technician/Code Enforcement Officer and Public
Works Supervisor. Maybe asked to assist with projects or in their absence.

C. Competencies:
- Ability to interact with the public interpreting City ordinances and policies, as well as assist in complying with those ordinances and policies.
- A complete understanding of City ordinances related to planning, zoning and building construction is essential.
- Ability to clearly communicate ordinance requirements to the public.
- When compliance with City ordinances is required, must be able to resolve these issues in a professional and timely manner with input from the City Administrator, Planning Commission, Code Enforcement
Officer, City Council and/or Mayor.
D. Working Conditions:
This position requires work both indoors and outdoors. Must be physically able to perform all aspects including but not limited to walking, crawling, standing, climbing, and bending. May involve occasional travel to applicable seminars and meetings approved by City Administrator.

E. Performance Measurement:
The City Administrator will monitor the City Planner by evaluating the performance of the listed responsibilities. The City Administrator, as designated direct supervisor, will complete an annual performance evaluation.
F. Qualifications for Appointment:
1. Knowledge, Skills, and Abilities:
- Knowledge of the practical application of the planning process and of the laws, ordinances, and regulations pertaining to all facets of city planning. Ability to interact with the public interpreting such ordinances and regulations, as well as assist in complying with those ordinances and regulations.
- Basic knowledge of residential, commercial, and industrial construction.
- Skills to effectively plan, organize, and direct planning, management and special studies; to present ideas

clearly (orally and in writing) and to establish and maintain effective working relationships with a diverse spectrum of local, state and regional resources.
- Ability to read and interpret comprehensive plans, subdivision plats, construction blueprints, specifications, and other related technical literature.
- Ability to clearly communicate requirements to the public with excellent customer service skills.
- Ability to communicate verbally and written, in addition to ability to use various technology.
2. Education/Experience:
- Must possess a valid South Dakota Driver’s License or have the ability to obtain one.
- Bachelor’s degree from an accredited college or university with an applicable degree or an equivalent combination of related education and/or experience.
- Ability to obtain Floodplain Administrator Certification within 2-years date of hire.
