The Bilingual Child Care Marketing & Recruitment (CCM&R) Coordinator position in the Center for Retention and Expansion of Child Care—Northwest (C-RECC) focuses on developing and implementing marketing strategies, campaigns, and communications to recruit individuals, businesses, and organizations to become quality early learning and childcare providers in Western Washington.
Once this position has successfully recruited an individual, business, or organization to become a quality early learning and childcare provider, they serve as a guide for the new provider through the initial phases of establishing a child care business, including understanding state licensing processes, accessing the Washington State Early Achievers program, and providing business development support. In addition, this position reviews early childhood education/training access and availability for new providers within Opportunity Council’s Quality Child Care division, which includes Whatcom, Island, Skagit, San Juan, and Snohomish counties.
The CCM&R Coordinator serves on the C-RECC grant funding team and collaborates with other C-RECC and Quality Child Care staff to offer access to diverse funding opportunities for start-ups and business expansion of small businesses and non-profits to meet the increasing childcare demands in Northwest Washington.

Duties and Responsibilities:
- Coordinates childcare workforce recruitment and marketing of childcare business development opportunities to the region.
- Assists in identifying and communicating with key recruitment outreach partners and public/private resources to offer culturally appropriate and aligned outreach strategies in these three critical elements of the child care sector: prospective child care workforce candidates; new child care operators and existing unregulated providers who may be interested in becoming licensed.
- Assists in the design, organization and presentation of targeted community education and informational workshops for a range of ages on the value and satisfaction of working in the early learning field; maintains and distributes childcare recruitment marketing materials
- Guides interested, identified, and recruited candidates by providing rapid and consistent response communication from initial consideration to handing off to other departmental staff or state/local collaborators for licensing, training or subsequent business development tasks.
- Develops trusted, professional relationship with childcare provider ownership or would-be ownership through assessment, support and guidance.
- Coordinate with the Child Care Aware Professional Development team and other community partners, to support access to required and appropriate professional development trainings related to business operations, marketing of services and managing growth.
- Enters and tracks program data utilizing program-designed Case Book Database. Position is central in maintaining C-RECC’s database and official records, as well as reports on such content to support all accountability requirements of funders and regulators.
- Extracts data and analytics and prepares qualitative and quantitative reports for management, funders and collaborators
- Assists in coordination of C-RECC mini-grants to eligible and awarded licensed or in process childcare providers.
- Participates in regional childcare collaborative partnerships and initiatives when requested.
- Maintains general knowledge of Department of Children, Youth and Families (DCYF) childcare licensing requirements (aka Washington Administrative Code (WAC), Quality Child Care standards, policies and procedures.
Experience and Skills Required:
- Bilingual skills required. Must speak and read with fluency and proficiency in Spanish/English.
- Bachelor’s degree in relevant field or four years equivalent experience/education.
- Experience and/or education in Early Childhood Education programs, including licensed child care, school districts and community resources.
- Experience providing professional high-quality on-site and/or virtual customer service.
- Experience in business growth and/or development.
- At least one year experience in data entry, data analytics, and data reporting, including ability to maintain data integrity. Can be fulfilled with relevant coursework.
- Demonstrated commitment to diversity, equity, cultural relevancy and inclusion.
- Strong organizational, time management, and planning skills, including ability to consistently meet project timelines and goals.
- Adept at working independently, innovative thinking, creative problem solving, and independent decision making.
- Exceptional written and verbal communication skills, including ability to write and speak persuasively, and actively listen.
- Skilled in providing and receiving critical feedback in a constructive manner.
- Preferred experience in mentoring/coaching, program planning and assessment, and curriculum development.
- Preferred experience in adult professional development.
Requirements after Hiring
- Must have a WA State driver’s license or be able to obtain one within 30 days of hire
- Must submit a driver’s abstract for the previous 5 years, including an out-of-state abstract if driver’s license was out-of-state for any of the previous 5 years
- Driving agency vehicles is required for this position. Must have driving record that allows for coverage under Opportunity Council’s policy at time of hire
- Must submit to a criminal background check.
- Must be fully vaccinated for COVID-19 with a two-dose, WHO-approved COVID-19 vaccination on first day of work
- Must have initial health examination indicating fitness for duty and free from communicable disease within 60 days of hire. Medical check-ups are required every two years thereafter.
- Must have current first aid and Infant/Child CPR training (or obtain within 30 days) and must maintain certification for length of employment.
- Must have TB test and submit test results prior to start of work.
- Must submit verification of MMR vaccination, or other WA State accepted documentation of measles immunity, prior to start of work.
- Must obtain Washington State Food Handler’s card prior to start of work.
- Must obtain a Washington DCYF Portable Background clearance to ascertain that the applicant has not been convicted of a child abuse or neglect offense per Washington State Child Abuse Law (Ch. 486, Laws of 1987) or DSHS licensing requirements.
Remote Work: Possible, depending on needs of organization and department
Essential Employee:This position is not an essential employee.
Working Conditions: On-site work is generally performed in a fast–paced office environment with frequent interruptions and occasional crisis situations. Off-site work includes frequent local and possible regional travel, including attendance at meetings, events, and other gatherings, requiring active participation.
