Overview:
Headquarters, Air Combat Command (ACC), Directorate of Operations (A3), Flight Operations Division (A3T) at Langley Air Force Base, VA is responsible for the combat readiness and training of the Combat Air Forces (CAF). ACC/A3T provides the operational expertise required to meet current and future needs of the CAF by developing, coordinating, and publishing command guidance for all aspects of CAF fighter aircrew training.
Job Summary:
Performs contractual, financial, and technical planning for a contracted services program through designated phases of the acquisition and life-cycle sustainment management. Occasional travel may be required.
- Requirement: Active SECRET Clearance is required
Education and Experience:- 10 years of DoD fighter rated aviation experience (pilot, weapons systems officer, or naval aviator) with the most recent fighter operational flying experience within the last ten years
Essential Duties:
- Assist AMIC to plan, develop, implement, execute, and control contractual, financial, and technical aspects of contracted purchases and services.
- Assist with planning, execution, and management of the acquisition life cycle strategy for the CAF Contracted Air Support (CAS) program. Develop, recommend, and assist with implementation of new approaches to increase efficiencies.
- Review prior program history, related government and private industry services, market conditions, and specifications or technical data and develop a well-organized, realistic plan for program/contract management to meet the Government's needs. Participate in the performance of market research to determine availability of commercial options and small business contractors.
- Organize acquisition strategies, forecast budgets, perform life cycle sustainment planning, and use various programs to help manage the CAF CAS program. Review, analyze, and integrate program support performance data to recommend appropriate contract structure.
- Provide status information on assigned programs/projects as requested, to include in meetings with Government officials, from inside and outside the DoD, and industry personnel.
- Participate in approximately 50 annual conferences, management reviews, and meetings to deliver presentations on program/project status, accomplishments, and challenges encountered, anticipated support requirements, and the integration and advocacy of program and project objectives. Interface
with HQ ACC senior staff and aviation industry leaders while exercising competence, originality, flexibility, and diplomacy in areas of the managed program.
- Help develop solutions to controversial issues, advocate recommendations and proposals, and report on progress in resolving critical issues.
- Perform work associated with a wide range of contract and management methods to implement CAF CAS projects of a highly technical nature and diverse mission requirements.
- Articulate and communicate the assignment, project, problem to be solved, actionable events, milestones or program issues under review, deadlines, and time frame for completion.
- Utilize various management methods to ensure desired customer outcomes are reached in a timely, efficient, and effective manner. Recommend changes from previous approaches if necessary to develop sound methods that meet the Government's needs.
- Provide advice and recommendations for improving existing processes, addressing changes to policy, and implementing new initiatives.
- Review progress and assist CAF CAS program to meet services and support objectives.
- Coordinate frequent program changes and support services compromises to assess the resulting changes in other areas of the program and overall mission impact. Facilitate discussions toward a consensus on issues where opinions on alternatives or solutions may differ.
Knowledge, Skill and Abilities:
- 5 years of experience with DoD fighter MDS training requirements to include: RAP, continued training requirements (CTR), MQT, and formal training syllabi
- Functional knowledge of Adversary Threat Capabilities, Threat Ratio requirements, AFTTP 3-1 Threat Replication, and ATRG as they pertain to fighter MDS training requirements
- 10 years of experience in management of projects, programs, training, and development, and have an organizational and operational understanding of CAF fighter pilot readiness
