DEPARTMENT OVERVIEW

The Office of Innovation Transfer and Entrepreneurship (ITE) is responsible for the administration of intellectual property, including implementation of the University of California Patent Policy, the evaluation of inventions, prosecution of patents, licensing of intellectual property, monitoring of existing licenses, distribution of resulting income, and provision of support to other University units in copyright, trademark, and research funding agreements. ITE operates under an organizational model that combines centralized and decentralized functions. The information systems supporting this model are complex and mission critical. This position uses advanced operational concepts and objectives to resolve complex patent issues. Regularly works on issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. Primarily deals with programs with broad impact across the technology transfer function program. Develops and oversees the implementation of new programs and processes. Requires knowledge of U.S. patent law, rules, prosecution, and accounting patent-related practices. The position also requires knowledge and skills with specialized software for tracking domestic and foreign patent filing and prosecution knowledge and skills with specialized software.

POSITION SUMMARY

The Business System Analyst 3 (BSA 3) will be responsible for managing, monitoring, troubleshooting and data integrity in the iEdison system (an interagency online reporting system for recipients of federal agreements) process and procedures, and assisting with the Patent Tracking software network and hardware infrastructure for the Office of Innovation Transfer and Entrepreneurship (ITE). The BSA 3 will also provide end-user support and training in the Patent Tracking System (PTS). As a seasoned, experienced professional, will apply skills with a full understanding of the industry-wide business process and analysis practices and organizational policies and procedures. Resolves a wide range of business process issues of moderate to complex scope.

Responsibilities
  • 50% Solicit input from end users on opportunities to enhance the iEdison and PTS systems. Analyze system needs and write clear, effective system specifications that technical staff can use to develop automated business processing rules or to program new system capabilities. Make recommendations regarding the design and priority of system enhancements. Provide the most appropriate instructions to technical staff to obtain the best possible software solution to problems and opportunities identified.
  • 10% Receive and respond to questions, comments, and problems of end users. Provide prompt, accurate assistance to end users and coordinate assistance from technical staff when necessary. Provide training on the effective use of iEdison and PTS.
  • 10% Capture requirements for reports, design the report layout and document them with clear specifications. Work with system users to determine appropriate testing protocols that ensure new vendor-provided software will perform within specifications. Perform testing and coordinate the testing activity of system users to ensure that testing is completed on schedule. Perform testing and follow-up functions of software developed in-house, such as interface programs, business process automation rules, and administrative setups.
  • 20% Develop documentation and training materials for the iEdison and PTS applications. Documentation needs to be specific to each field and each screen. Develop a system manual and provide on-line training to the campuses. Inform campuses of software development and policy and procedural changes.
  • 10% Provide specifications for hardware and software needs. Interact with the local IT Group to ensure that the infrastructure and licenses are up to date and applied in a timely manner. Develop and implement a testing plan for newly written software by the vendor.

Experience

Required Qualifications
  • Min 4 years-At least 4 years of relevant work experience or equivalent experience/training.

  • Strong skills and knowledge of methodologies associated with analysis of processes and problems, information flow and architecture.
  • In-depth understanding and skill in process and systems requirement documentation standards, such as Use Case modeling, User Story creations and narrative description.

Preferred Qualifications
  • Working knowledge of the technology commercialization field, including intellectual property principles, concepts, and terminology, as well as working knowledge of practices relating to the marketing of new technologies.
  • Knowledge of the technology commercialization process in a university setting is highly desirable.

  • Bachelor's degree in related area and at least 3 years of relevant experience or equivalent experience/training.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
