Under executive direction, plans, directs and supervises the work of analytical and support staff. Performs difficult, complex and professional analysis and project management work in support of a specialized court program and/or manages multiple court projects; assists with strategic analysis; performs analysis, design and implementation of official procedures, processes and systems. Provides proactive interface between various stakeholders to ensure effective definition of and delivery of business processes.
DISTINGUISHING CHARACTERISTICS
This is the supervisory level of the Business Analyst series. The Supervising Business Analyst is distinguished from the Business Analyst in that the latter may lead, train, and assign work of support staff but does not have full supervisory responsibility.

Supervises, schedules, trains, reviews, assigns and evaluates the work of analytical and support staff.
Supports executive management with administrative projects and assignments.
Serves as project lead; develops project priorities, plans and schedules; monitors project progress and provides status reports to executive management; develops, recommends and implements project changes.
Collaborates with court personnel and other stakeholders to identify business requirements for court case management systems; develops and maintains documentation for court case management systems.
Plans, implements and coordinates activities that involve formulating and improving administration of collaborative court programs and services.
Works with Court IT staff to translate business requirements into functional and technical specifications for software development.
Works closely with judicial officers, court and other public officials, justice partners, community groups and advisory panels to coordinate and support court programs.
Conducts program reviews; compiles and analyzes operational and administrative data, statistics and other information to aid in program monitoring, evaluation and improvement.
Prepares studies and recommendations as directed; provides general technical assistance to management as assigned; prepares and negotiates requests for proposals, contracts and agreements; may assist in programmatic budget preparation, tracking, and reporting; and may write grant proposals.
Participates in the planning, developing, scheduling, and facilitating of training for court employees.
Collaborates with judges and court management to identify opportunities to leverage data and analytics to improve court operations and decision-making; develops an understanding of court data sources and how they can be used to support decision-making; develops data visualizations and reports to communicate findings to stakeholders.
Reviews and analyzes existing organizational policies and departmental procedures; recommends improvements in process, procedures and methods of operations; manages improvement projects and directs the activities of court staff and vendors; collaborates with justice partners and outside stakeholders; analyzes and measures the effectiveness of new and revised processes, policies, and methods of operations.
Prepares narrative, graphic and statistical reports with alternative methods for resolving issues. Prepares correspondence and other written materials.
Reviews existing and proposed local, State and Federal legislation for impact on the court’s activities.
Provides liaison and staff support to a variety of committees, commissions and work groups, as necessary.
Assists in the development and implementation of department or division goals and objectives.
Travel may be required for training purposes or to represent the court at other county or state agency meetings or functions.
ADDITIONAL FUNCTIONS
Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work, typically:
Education
Graduation from an accredited four-year college or university with major course work in finance, business administration, public administration or related field.
Experience
Four (4) years of experience performing statistical or organizational analyses or project management responsibilities including researching, summarizing, analyzing, and presenting data, including at least two (2) years of demonstrated ability in a lead or supervisory role.
OR
Two (2) years of experience as a Business Analyst with Stanislaus Superior Court, including at least two (2) years of demonstrated ability in a lead or supervisory role.
Knowledge of:
Modern office management procedures, practices, and equipment, particularly as they apply to operations;- Court operations and court case management system (or similar information systems);
- Microsoft Office 365 applications, including Word, Excel, PowerPoint, Teams (or similar collaboration software applications) and electronic databases.;
- Principles and methods of data gathering, analysis and presentation;
- Statistical and data analysis tools such as R, Python, SQL, or Excel;
- Data visualization tools such as Tableau, Power BI, or D3.js;
- Project management methodologies and tools
- Principles and practices of public administration;
- Principles and techniques used for business systems analysis and process documentation;
- Principles and practices of supervision and management, training and staff development.
Ability to:
- Establish and maintain effective working relationships with Court staff, County staff, members of the public, government agencies, and vendors;
- Communicate effectively, orally and in writing;
- Read and write at a sufficient level to perform work;
- Interpret and apply legal and administrative concepts to assigned functions;

- Learn new software applications and systems, including the Court’s case management system

- Plan and organize work to meet deadlines;
- Collect, analyze, interpret and evaluate data.
Special Requirements
A valid class C California driver's license may be required. The requirement will be reviewed on a position basis in accordance with ADA regulations.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs; may require preparing descriptive statistical reports requiring the calculation of mean, mode, range, median variance and standard deviation of reported data in the forms of graphs and charts.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning. Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
ADA COMPLIANCE
Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
