Revised: 9/6/2022Under the direction of the Assistant Director, the Athletics Superintendent is responsible for the overall administration of the Athletic Program and Facility Management. Responsible for planning, creating, running, and overseeing athletic programs and evaluate their effectiveness. Review and evaluate new and emerging athletic programs for possible implementation and assist in creating long-range goals for the development of new services, programs and facilities for both new or expansion of present facilities.

Ability to work flexible hours as evenings and weekends will be involved. Ability to demonstrate initiative, dependability, good judgment, tact, leadership, and the capability to work in a positive manner with the general public, and the Park Department staff. Ability to communicate in English clearly, both orally and in writing; ability to read and understand complicated reports, write reports, correspondence and memos that are legible and understood by others.Ability to effectively present information in one-on-one and group situations to customers, clients and other employees of the Parks Department as well as to effectively present and respond to questions from staff, customers and general public. Ability to perform all the physical requirements of the position, with or without accommodations;Ability to have strong organizational and project management skills with focus on attention to detail.Ability to be a self-starter and able to independently move projects forward, prioritize tasks and meet deadlines, all while ensuring management is kept informed of activity. Work may be exposed to a variety of weather conditions and outdoor elements, such as: excessive dampness, chill, heat, humidity, intermittent noise, and inclement cold weather. Work may be exposed to a variety of environmental conditions, such as: unknown & dangerous conditions, unusual environmental stress, contagious infectious disease, irritating chemicals, life-threatening situations, dry atmosphere, solvents, dirt, grease, oils, silica, asbestos, dust, constant noise, pneumatic vibration, fumes, smoke, gases, radiant/electrical energy, and slippery/uneven walking surfaces. Capable of working closely with others or alone, working long or irregular working hours, working shift work and/or weekends, working with protective devices, working below ground, working on ladders or scaffolding, working around moving objects or vehicles, working around machines with moving parts and objects, working with hands in water, and traveling by car 80% of the time. Ability to operate a motor vehicle, office equipment, and mechanical equipment; Work requires light to heavy carrying and lifting (under 15 pounds up to 45 pounds and over), straight pulling, pulling hand over hand, simple grasping, dual simultaneous grasping, repeated bending, sitting, standing, pushing, crouching, crawling, twisting, kneeling, stooping, climbing stairs and ladders, walking, and reaching above shoulders. Ability to see, write, read, count, identify shade of colors, perceive depth, and hearing is needed to perform the essential functions of this job.ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: Develops, implements, promotes, and oversees adult and youth sports, clinics, seasonal camps, athletic related events while enforcing applicable policies, rules and regulations of the City of Laredo.Recruits and recommends the employment of volunteers, instructors, coaches and supervisors.Reviews, analyzes, and evaluates effectiveness of athletic programs: review and evaluate new and emerging athletic programs for possible implementation; assists Director in long-range planning and make recommendations for the development of new services, programs and facilities, expansion of present facilities, and project future program needs. Also, building cooperative partnerships with community groups, affiliates and special interest groups.Promotes sport tournaments for lifetime and leisure sports to the City of Laredo.Designs, upkeeps, and have the capability to design and coordinate various fields in accordance to various sports specifications.Prepares and administers approved budget for athletic programs/facilities and oversees ordering of equipment, supplies, and material. Prepares bid specifications, purchase requests and special reports as needed.Prepares class descriptions and program schedules for athletic programs. Supervises youth soccer programs, adult athletic leagues, youth basketball and flag football leagues and any others implemented.Trains, schedules, evaluates, and discharges all levels of staff in the program as needed.Attends all staff and other related meetings as requested.Promotes involvement and organizes meetings with outside organizations and parent groups.Organizes a variety of special events and volunteers to work at these events.Implements procedures for first aid and emergencies.Investigates all reported accidents and incidents and reports them to the Assistant Director.Supervises and assists in providing a safe environment for staff, participants, and spectators.Will be required to drive a City vehicle for City business usePerforms other duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor's degree from an accredited* college or university in Business Administration, Psychology, Recreation, Physical Education, or related field. -AND-At least four (4) years of combined experience in athletics, event scheduling and programming, teaching, coaching, and/or administration, which includes experience in a supervisory capacity.*Council of Higher Education Accreditation (C.H.E.A)
