Duties and Responsibilities:

  • Serve as Compliance Officer for the Office of Intercollegiate Athletics.
  • Ensure compliance with NCAA, Pacific West Conference, and the University rules and regulations related to recruitment, eligibility, admissions, financial aid, housing and the physical welfare of student-athletes.
  • Monitor institutional adherence to rules and regulations and report subsequent NCAA violations and submit required reports to NCAA, Pacific West Conference, and University officials.
  • Formulate and implement strategies and systems for University of Hawaii at Hilo athletic programs and support services to ensure NCAA and Pacific West Conference rules and regulations are followed.
  • Develop, implement and monitor a systematic reporting and tracking structure of athletics programs and units in compliance with regulations.
  • Keep abreast of current working knowledge of the eligibility and financial aid certification rules and procedures of the University, Pacific West Conference and NCAA.
  • Monitor recruitment activities for the Office of Intercollegiate Athletics and provide guidance to coaches and staff regarding managerial steps for all on-campus recruiting efforts.
  • Approve all official visits of prospects and monitor related activities.
  • Directly assist with the recruitment of prospective student-athletes by evaluating the coaches' recruiting recommendations and assisting them in obtaining the necessary documents for admissions as necessary.
  • Provide support data and serve as the department liaison with the Director of Financial Aid and the University Registrar in preparation of reports on student-athletes required by the University, Pacific West Conference and/or the NCAA.
  • Collect data and submit on a timely basis any required reports for the NCAA or the University.
  • Assist the Director of Athletics with the coordination and development of the NCAA Institutional Self-Study Guide report.
  • Coordinate all certification of eligibility and oversee scholarships/financial aid procedures in the Office of Intercollegiate Athletics in conjunction with campus certification officials. Interface with Dir. of Admissions on eligibility status matters.
  • Coordinate the National Letter of Intent program for the Office of Intercollegiate Athletics.
  • Conduct compliance rules review seminars for the department administrators, coaches and student-athletes. Disseminate new Pacific West Conference and NCAA legislation to coaches and staff.
  • Maintain a full understanding and knowledge of NCAA Division II manual and must keep abreast of new legislation and amendments to NCAA rules and regulations.
  • Consult with coaches and other administrative staff regarding program compliance and provide appropriate training opportunities for athletic staff.
  • Coordinate the summer term and financial aid eligibility programs for the Office of Intercollegiate Athletics.
  • Maintain regular contact with officials from the NCAA and the conference to obtain current and accurate information regarding regulations and compliance.
  • Direct, review and coordinate work for the Assistant Compliance Specialist.
  • Supervise the development and transmittal of all NCAA Squad Lists to the conference, to include all changes and updates.
  • Coordinate academic success programs and procedures with the head coaches to ensure satisfactory progress of student-athletes towards a degree.
  • Serve as advisor for the Student Athlete Advisory Committee (SAAC), conducting meetings throughout the year and work with leadership to deal with issues raised by student-athletes.
  • Serve on the Executive Staff of the Office of Intercollegiate Athletics.
  • Develop, publish and update student handbook for athletics in cooperation with the Director of Athletics, ensuring that handbook coincides with office and operational procedures.
  • Available to work nights, weekends and holidays.
  • Other duties as assigned.

Minimum Qualifications:

  • Possession of a baccalaureate degree in Physical Education, Athletic Management, Education, Public Relations, Journalism or related field and 3 year(s) of progressively responsible professional experience with responsibilities for athletic compliance at a NCAA institution; or equivalent education/training or experience.
  • Considerable working knowledge of principles, practices and techniques in the assigned specialty area(s) as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with work specialty.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated

Supplemental Minimum Qualifications:

  • Experience in athletic administration at a post-secondary institution.
  • Must obtain a valid driver's license.

Desirable Qualifications:

  • Master's degree in Physical Education, Athletic Management, Education or related field.
  • Experience supporting and managing gender equity and/or Title IX plans and issues.
  • Ability to work with multiple priorities, deadlines and frequent interruptions.
