Responsible for the daily accounting operations for accounts payable, fixed assets, cash receipts and payroll including general ledge reconciliations, schedules, general journal entries, purchase requisitions, accounts payable, cash dispersants, timekeeping, payroll processing, associated accruals, prepaid and deposit activities. Ensure internal controls are in place and functioning to adequately protect these assets, record activities and administer these functions. Responsible for the operations, maintenance, reporting and control of timekeeping and payroll functions. Supervise, train and oversee staff for these functions.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Research, reconcile and resolve discrepancies pertaining to activities under assigned areas of responsibility.
- Manage and maintain the integrity of the distribution of indirect and shared costs through maintenance of the cost distribution tables and cost allocation processes.
- Manages and oversees the maintenance and integrity of payroll processing. Maintain thorough knowledge of the payroll processing software and payroll reporting capabilities. Provides advice and information on how to implement FBH pay policy utilizing the current software system. Maintains professional and technical knowledge of the payroll process, benefit and tax issues as impacts FBH business practices.
- Process or delegate daily pension and self-funded health benefit plan activity. Ensure procedures maintain plan compliance and all activity is properly recorded. Prepare internal and external reports for review. Assist with audit preparation.
- Responds to requests for payroll information when appropriate.
- Adhere to monthly, contract end and year end closing timelines. Ensure all assigned account reconciliations and assigned management reports are completed (with applicable schedules) and submitted for review.
- Maintain accounting records according to generally accepted accounting principles, FASB reporting, Uniform Guidance, and other applicable regulatory and payer standards. Comply with all applicable federal, state, WAC/RCW, contract requirements and FBH policies and procedures. Ensure that all desk procedures are kept up to date and reflect these standards. Routinely review and research changes in any of these standards or requirements that may impact FBH business practices and develop proposals for implementing necessary changes.
- Preparation or delegation and review of complete and accurate local, state and federal tax and informational returns. Submit for review in compliance with deadlines, coordinating with applicable departments as needed. Monitor and maintain a record of current operating certifications and licenses for FBH business processes.
- Prepare or oversee fiscal year-end audit and external monitoring documents. Submit for review according to timelines. Assist other staff in reconciliation of audit and monitoring schedules as needed.
- Perform monthly reasonableness analysis to identify and correct errors and omissions. Discuss trends and fluctuations that impact grant and department performance. Develop and report key performance indicators to identify process improvement opportunities within the department.
- Works closely with the Controller on identifying and developing strategic initiatives to ensure the Business Office meets best practices.
- Interview, hire, train, coach and develop assigned staff. Address staff performance concerns as needed. Develop training plans and oversee training implementation and compliance.
- Plan, assign and direct work. Review staff’s work for accuracy and completeness and conduct annual performance reviews.
- Establish a positive work culture for assigned staff, resolving staff conflict and concerns as needed.
- Establish and maintain a good working relationship with all FBH staff. Establish and maintain customer service to ensure that both external and internal customers of FBH have a positive experience of FBH.
QUALIFIED APPLICANTS WILL HAVE:
REQUIRED:
- Bachelor’s Degree in accounting, finance or business administration with three years
- of accounting experience with full charge accounting, general ledger, financial reporting responsibilities or an additional five years of experience in lieu of degree.
- Three years directly supervising employees.
PREFERRED:
- Two or more years of experience with payroll systems.
- Experience in cost accounting, multi-site operations, grant administration, healthcare and/or non-profit operations.
KNOWLEDGE, SKILLS & ABILITIES:
- Working knowledge of integrated software accounting and payroll systems
- Advanced knowledge of Excel
- Demonstrated ability to positively influence subordinates or peers to successful achieve outcomes.
