Duties

This position is located within the Department of the Interior. This position is located within the Department of the Interior, Office of the Solicitor, Branch of Administrative Operations and Planning in Washington, D.C.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1.) Overseeing regional space leases and serving as a point of contact with GSA on lease and space related issues.
2.) Assisting regional offices with addressing facilities related issues, such as maintenance, office modifications, safety, and security.
3.) Assist with overseeing personal property controls, maintaining property records, conducting inventories, and property disposal.
4.) Serving as a Continuity of Operations and Emergency Management Coordinator and liaison.
5.) Conducting studies of organizational structure, mission and functions, work methods, processes, and procedures to improve the administrative business efficiencies of the Office. Providing findings, alternatives, and recommendations for management review.
6.) Serving as a personnel safety and physical security officer.
7.) Perform procurement and contracting officer representative duties.

The Office of the Solicitor has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information:
GS-12: $94,199 - $122,459 per annum.
GS-13: $112,015 - $145,617 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.

GS-12
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1.) Analyzing and evaluating administrative program operations to meet established goals and objectives; 2.) Designing, developing, implementing, and maintaining control systems for management of property, space utilization, and/or contracted services agreements; and 3.) Managing assignments independently that include resolving conflicts, coordinating work with others, extending or modifying existing techniques and processes, and interpreting and applying program policy to meet established objectives.

To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Conducting program reviews for compliance with laws, regulations, and/or policies to ensure organizational mission requirements are met; 2.) Preparing written, tabular, and/or graphical information to support analysis of budget and operational data to improve performance or avoid costs; 3.) Designing, implementing, and/or maintaining control systems for the administration of personal property, contracted service agreements, travel, timekeeping, and/or a financial system; 4.) Analyzing and evaluating financial information to assess overall financial performance of an organization (including preparing, executing, and monitoring organizational budgets and procurement/purchase requests); 5.) Providing oversight of personal property to include determining control processes, maintaining property records, conducting inventories, and/or property disposal; 6.) Providing oversight of office space to include recommending floorplan layout changes including assignment of electrical, data, telecommunications, and/or furniture and equipment placement; serving as the project lead for alterations, modernization, or relocation projects; and/or reporting on office space and security costs and reviewing bills for accuracy; and 7.) Leading administrative operations in continuity of operations, emergency management, personnel safety, and/or personnel security.
