Position Summary:
Program Specialist II provide the full array of Wagner-Peyser job candidate and employer services.
Job Responsibilities may include but are not limited to the following:
Career Guidance Perform case management functions including assessing transferable skills, education, work experiences of participant in order to develop goals/ objectives to identify employment related opportunities in which participant can gain experience to reach self-sufficiency. Maintains electronic case file in KANSASWORKS.COM for each participant. Assists customers with job searches, resume and cover letter preparation, completing applications for employment, holds mock interviews with customers, and educates customer on interviewing techniques. Assists customers with reviewing occupational and labor market information for the field of interest. Identifies qualified applicants for referral to employers based on information obtained from the customer.

Provides case management services for Unemployment Insurance claimants identified as likely to exhaust benefits to include the following: assessing transferable skills, education, work experiences of participant in order to develop goals/ objectives to identify employment related opportunities in which participant can gain experience to reach self-sufficiency. Identify additional supportive service needs, maintain organized electronic files for each participant.
Serves as a Digital Assistant in Live Chat on KANSASWORKS.com. Assists job seeker and employer customers to access online services or other workforce services information. Adheres to established procedures including tagging
chat conversations for reporting purposes and verifying customer identity when assisting with KANSASWORKS.com accounts.
Creates and facilitates presentations (usually in PowerPoint) to communicate and improve customers’ job skills, job readiness, and the customers’ ability to find work. These presentations may also be used by other coworkers.
Facilitates classroom training (5-60 customers) utilizing a canned presentation to improve customers’ job skills, job readiness, and the customers’ ability to find work assistance, and job training). Maintains knowledge of internal and external resources in order to make appropriate referrals
Enters data from multiple sources into the statewide automated data system in accordance with standard procedures, rules and regulations
Administers on-line testing (e.g. Microsoft, bilingual, office skills) to customers to determine job qualifications
Screens customers to gather information then makes referrals to appropriate partner services (e.g. health care assistance, food assistance, education assistance, and job training).
Qualifications:
Education:
High School or GED
Minimum Qualifications:
- One year of experience interacting with clients, customers, or the public in a social service, customer service or problem resolution setting.
- Twelve (12) credit hours of course work at the post-secondary level in social services, human services or a related field may be substituted for the one year of experience.
Preferred Qualifications:
- Prefer one year of experience working with job seekers in a recruitment or job coaching environment.
- Bi-lingual a plus, but not required.
- Experience presenting material to groups of people.

Kansas Tax Clearance Certificate Required: Each applicant (even non-residents) applying for a State of Kansas job vacancy must obtain a valid Kansas Certificate of Tax Clearance by accessing the Kansas Department of Revenue's website. A Tax Clearance is a comprehensive tax account review to determine and ensure that an individual's account is compliant with all primary Kansas Tax Laws. A Tax Clearance expires every 90 days.
