Summary:
This position provides vocational services to youth ages 16-24 in accordance with the Workforce Innovation Opportunity Act (WIOA). The Youth Career Specialist (YCS) will manage a caseload of young adults, and will be responsible for meeting annual practitioner goals for participant enrollment, placement, and activities. The YCS is also responsible for employer outreach and job development for young adults, as well as engaging various community partners and being a resource for youth employment services in the community. This position is located off-site from the Goodwill Industries of the Inland Northwest (GIIN) WFS headquarters, and is required to perform to the Spokane Workforce Consortium standards for the program. Must pass background and driver record check.
Education and/or Experience:
Bachelor's degree from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience. Prefer experience in a vocational setting with youth/young adults who have disabilities.
Essential Duties and Responsibilities include the following:
- Assist in the development and presentation of workshops at the Next Generation Zone 21st Century Workplace Skills Academy.
- Conduct marketing and outreach services to inform youth and agencies about the resources at Next Generation Zone.
- Meet youth as they enter the Next Generation Zone and screen for Workforce Innovation Opportunity Act (WIOA) eligibility.
- Complete career assessment, develop Individual Participant Plan (IPP) and keep IPP updated in ETO/WAWIN.
- Enroll eligible youth in to the WIOA Youth program.
- Act as a resource specialist for youth entering the Next Generation Zone.
- Provide Support Services to youth as necessary under WIOA funding policies.

- Gather accurate data and keep current case notes of participant's program participation, update case management database (ETO/WAWIN) within 7 days of service delivery.
- Represent Goodwill Industries and maintain good working relationship with Spokane Workforce Consortium.
- Assist with youth focused job fairs.
- Develop and maintain good working relations with employers and vocational training programs in the community.
- Set up Work Experiences for participants, and provide supervision and guidance of youth during their workplace learning opportunities.
- Provide supervision of participants during their learning and performance of job duties.
- Develop internship and employment opportunities for participants within the community.
- Develop leadership and volunteer community project opportunities for youth.
- Assist with the development and implementation of new programs both on and off site.
- Educate employers to job site accommodation and benefits of hiring persons with disabilities and/or disadvantages.
- Investigate existing and potential job opportunities in the community for participants.
- Stay informed of state and federal laws and trends affecting the WIOA Youth program.
- Achieve quarterly and annual WIOA Individual Practitioner Goals for participant enrollment and placement.
- Assist employer with training and accommodations of participants in worksites.
- Provide excellent customer service to employers who work with Next Generation Zone youth.
- Attend meetings, conferences and workshops, as approved or required by WFS Director or President/CEO.
- Ensure Goodwill representation at Next Generation Zone Safety committee meetings.
- Provide one-on-one counseling and guidance to participants.
- Adhere to HIPAA regulations and company policies and procedures.
- Stay informed of current wage and labor market trends. Use demand-decline information to target areas of job developing.
- Other duties as assigned.
