Established in 1889 the City of Paso Robles was originally known for its mineral hot springs and local resources. We are seeking a Water Quality Supervisor who displays proficiency and high attention to detail in their work while performing a variety of complex, technical, and problem-solving activities within the Water Division. This dynamic position is responsible for ensuring all standards are met by executing the planning, operations, and regulatory compliance of the water quality program for the City’s production, treatment, and distribution facilities.

Approximately half an hour away is the nationally ranked Cal Poly State University in San Luis Obispo, and within the city of Paso Robles is Cuesta College, North County Campus.

Typical Duties

  • Develop and effectively implement water quality sampling and testing programs
  • Prioritize and perform, assign, supervise, and review work related to sampling and testing required for the City's water production, treatment, and distribution facilities
  • Communicate and coordinate with utility billing and field staff regarding water service issues, customer complaints and reports, re-reads, customer noticing, and shutoffs
  • Ensure compliance with sampling plans, federal and state regulatory requirements, laboratory requirements, data management, record keeping, and reporting
  • Maintain and assist with the preparation of documents and records including, Standard Operating Procedures (SOPs) Chemical Hygiene Plan, Hazardous Materials Plan, and Operations Plan/Emergency Response Plan
  • Provide timely notifications of exceptions and results exceeding trigger levels; identify, plan, and implement corrective actions and maintain documentation
  • Provide due diligence review of water quality data and oversee the preparation of water quality reports and consumer confidence reports
  • Participate in the development and implementation of division goals, objectives, and priorities
  • Monitor and analyze trends and changes in legislation and regulations affecting the City’s water system
  • Participate in the selection of assigned personnel, train staff in work procedures, evaluate employee performance, counsel employees, and effectively recommend initial disciplinary action
  • Identify, plan, organize, and schedule the daily and long-term water quality activities as related to monitoring source waters, reservoirs, treatment plants, distributing systems, and ground water sources
  • Oversee and participate in water sample testing; interpret and prepare data, spreadsheets, and reports for the City and various regulatory agencies, consultants, and other public agencies on water quality, operations, and water production
  • Assist in the evaluation of water treatment and distribution facilities; participate in design and operation of pilot water treatment equipment to verify design parameters and collect necessary operating data
  • Oversee on-call contract laboratories for analytical testing services associated with routine/special regulatory compliance, process control, and special projects
  • Perform related duties as required

  • Develop and effectively implement water quality sampling and testing programs
  • Interpret, apply, explain, and implement policies, procedures, and technical processes
  • Make sound decisions within established guidelines
  • Plan, organize, train, evaluate, and direct work of assigned staff to meet changing priorities and deadlines
  • Develop and implement methods for examination and monitoring of water quality for compliance with the total coliform rule, surface water treatment rule, disinfection byproducts plan, and constituent and bacteriological sampling triggered by new construction, repairs, outages and low pressures, dewatering, and similar circumstances
  • Lead, supervise, and motivate assigned staff
  • Recommend and implement goals, objectives, policies, and procedures for providing water quality program activities and operations
  • Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility
  • Effectively represent the department and the City in meetings with community groups various business, professional, and regulatory organizations

Must be available for regular standby assignments and work emergency overtime as required and in accordance with the SEIU Memorandum of Understanding.

Education & Experience:
Any combination of training and experience, which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be graduation from high school (or equivalent) and four years of related experience.

Graduation from a four-year college or university with major course work in chemistry, biochemistry, microbiology, environmental science, public health, or natural or physical science is highly desirable.

Licenses and Certifications:
Must possess a:

  • Valid California Class C driver license
  • Satisfactory driving record
  • Grade II Water Distribution certificate

Requires the possession of or ability to obtain the following in a one-year timeframe:

  • Grade II Water Treatment certificate
  • Grade III Water Distribution certificate
