Utility Billing Clerk Job at City of St. Robert
GENERAL PURPOSE OF POSITION:
Manage the monthly utility billing system and process by maintaining accurate records and filing systems related to utility billing software and maintaining confidentiality.
MAJOR DUTIES AND RESPONSIBILITIES:
Provide administrative functions
· Greet the public in person or via telephone, responding to questions and requests
· Receive utility payments, balance cash drawer daily
· Balance and post daily receipts for accounts receivable
· Prepare daily bank deposits; reconcile deposits with computer printout; prepare adjustment entries for accounts
· Answer telephones, direct calls, and take messages
· Assist with other office functions as needed
· Payroll processing of all hourly associates
· Prepare and submit discrepancy reports for employee hours that need corrections i.e.; missed punches, vacation pay, holiday pay etc.
Prepare for monthly billing cycle
· Program hand-held readers for appropriate route
· Download information from readers into system after each route
· Print billing register, checks for errors, investigates, and corrects any errors that are found
· Run pre-billing report and checks for errors
Load printer and print bills
· Print envelopes and bills
· Mail bills, including: labeling envelopes, stamping with Utility Bill stamp, and running through postal meter
Run post-billing reports and file paper work
· Run required five reports for auditors
· Calculate final bills with deposit applied to final balance
· Run monthly delinquents report
· Run shut-off list and gives to meter readers
Prepare new and adjusted accounts
· Prepare route sequence numbers
· Enter information into Summit system
· Provide paperwork to be completed and educates applicants about the billing process
· Code each utility service properly, including flat fees and usage fees
Performs other duties as directed
JOB CONTEXT:
The Utility Billing Clerk is a full-time, permanent position in the Administration Department. The immediate supervisor for this position is the Finance Officer. The person in this position is supervised every two or three days. The person in this position works regular hours, year-round. There is no occasion for overtime, night work, or shift work associated with this position. The person in this position rarely receives phone calls at home, except concerning utility shut-offs. 100% of the work for this position is done indoors. The Utility Billing Clerk is accountable for the fiscal, safety, and legal issues for which this position is responsible.
There is no exposure to chemicals and/or hazardous materials in this position. The stress level associated with this position is average to moderately high, depending upon the monthly workload cycle. Physical work consists of, but is not limited to, sitting for long periods of time, using the computer, walking to the printer, carrying boxes of bills to the printer, and entering data.
LICENSES AND CERTIFICATIONS:
· There are no licenses or certifications required for this position.
EDUCATION AND EXPERIENCE:
· The person in this position must have a high school diploma or its equivalent.
· Two years of experience is strongly recommended.

· Federal and state statues concerning the work of the department

Certain duties of this position are classified as “safety-sensitive.” Therefore, the person in this position will be subject to mandatory testing for drugs and/or alcohol on a random, reasonable suspicion, post-accident, return-to-duty, and follow-up basis in accordance with the City’s Alcohol & Controlled Substance Use, Abuse and Testing Policy.
