Professional and administrative position supervising and coordinating accounts receivable, investment of City funds, collection of all City revenue, and cash management; and performs other related duties as assigned.

DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)

1. Manages and oversees a variety of accounting functions including general ledger, accounts receivable, collection activities, and all City investments.
2. Prepares and monitors cash flow and capital requirements for the City operations.
3. Analyzes receipts and revenues.
4. Oversees reconciliation of all City bank accounts and investments.
5. Oversees collection of public service taxes and distributes ad valorem taxes and all revenues.
6. Analyzes trial balance trends, errors and unexplained additions or deletions.
7. Analyzes and authorizes bond debt payment and calculates arbitrage rebates.
8. Prepares periodic reports for investments.
9. Oversees the management and administration of City Procurement cards.
10. Oversees and analyzes credit card reconciliation and processing.
11. Assists in developing strategy for increased collections of outstanding account receivables and liens.
12. Assists department personnel in issues such as reimbursements, budget, cash forecasting, and related journal entries.
13. Navigates interdepartmental relationships and external department relationships within the City.
14. Evaluates policies, programs, and operations.
15. Sets work priorities, supervises, motivates, and evaluates the work of assigned staff.
16. Evaluates workload, assignments, and resolves interpersonal conflicts among staff.
17. Reviews current procedures, work processes, and makes revisions to procedures and processes to improve customer service and operational efficiency.
18. Performs other related duties as assigned.

Salary

Depending on qualifications the hiring salary for this position can be within the range of $99,000 - $136,672 (Pay grade GM04)

Qualifications

Bachelor’s degree with a major in Accounting, Finance, Business Administration or a related field (education will be verified using the “Education Requirements” listed below) and five (5) years of accounting, investment banking, cash management or finance experience is required, or any equivalent combination of training and experience. Two (2) years of lead work or supervisory experience is required.

A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.

Education Requirements: To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:

a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.


International degrees will be evaluated to determine if they satisfy qualification requirements.

State of Emergency:
When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
