Our Construction Management Team in El Paso, Texas is seeking a Transportation Project Manager to be responsible for oversight of Texas Department of Transportation, various city and municipal construction projects throughout Texas and southern New Mexico using knowledge of general construction, engineering and inspection principles and practices to interpret, organize, execute and coordinate assignments with limited supervision. Acts as a technical advisor to less experienced engineers.


Essential Functions and Responsibilities

  • Manages the record keeping and inspection of construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and repair traffic control and storm water pollution and prevention and related equipment or facilities in accordance with plans, specifications, and contract requirements.
  • Compiles and distributes project information, status reports, and project budget expenditures.
  • Ensures compliance with Occupational Safety and Health Administration (OSHA) standards.
  • Drives a vehicle to work sites, meetings, and trainings.
  • Safely walks, climbs scaffolding and transverses construction job sites to observe the work in progress.
  • Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications
  • Interprets and monitors project phasing and traffic control plans and ensures adherence to approved safety standards
  • Provides technical assistance in resolving construction problems related to contract administration
  • Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others
  • Trains professional and technical staff.
  • Assists with proposal writing and other marketing materials and presentations for the pursuit of opportunities.
  • Attend meetings and maintain favorable client relations.
  • Assist in the preparation of engineering documents for advertisement and construction
  • Prepare and compile contract plans, specifications and estimates
  • Manage project sub-consultants and in-house support disciplines
  • Develop extra work order requests and open-end contract task proposals
  • Prepare proposals as required

  • Performs other job responsibilities as assigned


Required Skills

Required Experience
  • Bachelor’s degree in civil engineering or a related field from an ABET accredited engineering program
  • 5+ years’ experience in specialized or a similar discipline
  • Proficient in Texas Department of Transportation Specifications, materials, procedures and construction management
  • Proficient in Microsoft Office
  • Written and communication skills

Preferred Experience

  • Professional Engineer License in Texas or ability to transfer within 60 days
  • Experience working with local clients at the city, county and state level

Working Conditions

Work is performed within a general office environment 75% of the time. Work is generally sedentary in nature, but may require occasional standing and walking. Lighting and temperature are adequate within the office environment. While visiting construction sites there are hazardous or unpleasant conditions caused by noise, dust, etc.


Field work is required on occasion where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 50 lbs) may be required as needed.


Travel expected 10% of the time for jobsites throughout the state of Texas. Some overnight travel may be required.
