BRIEF POSITION SUMMARY

The Facility Maintenance Specialist performs advanced (senior-level) maintenance, renovation, restoration and alteration work at National Guard facilities in Region 2 (Saginaw). Oversees building repairs, plumbing, electrical, mechanical, and air-conditioning work and ensures compliance. Coordinates and oversees the work of contractors and others. The Maintenance Specialist reports to the Region 2 West Maintenance Supervisor and works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

WORK HOURS: 8 hrs day/40 hrs week or 10 hrs day/40 hrs week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES


  • Plans, schedules and oversees building repairs, renovation and restoration projects, preventative maintenance and preventive and facility maintenance.
  • Coordinates and oversees contracting work on repairs and maintenance of facility.
  • Examines structures, evaluates work to be performed and selects best methods of performing maintenance and repair work.
  • Inspects work performed by contractors to ensure that finished projects meet both contracting compliance and adherence to building regulations.
  • Examines and interprets drawings, diagrams and blueprints.
  • Performs maintenance and repairs work such as plumbing, welding, electrical and mechanical work.
  • Performs work on HVAC units and components to including cleaning and changing filters.
  • Performs administrative functions to track progress on contracts and to record requisitions and web PRIDE work orders.
  • Calculates and documents estimates of material and labor cost to determine the most cost-effective method to complete work orders.
  • Uses computer and other electronic devices to collect and report data.
  • Performs repairs and renovations to modernize a building or adapts it to new uses while retaining original appearance.
  • Performs preventative maintenance (PM) program that contains to the building and ground maintenance.
  • Maintains and repairs machinery, equipment, systems or components.
  • Maintains/replaces motors and thermostats, fixtures and facility equipment; performs electrical repairs according to according to design specifications.
  • Maintains and repairs electrical systems and electrical components of machinery and equipment.
  • Identifies defects and repairs/replaces faulty wiring, circuit breakers, fuses, switches, sockets and other elements of electrical systems.
  • Performs maintenance and repairs on plumbing fixtures, water and wastewater distribution systems.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May occasionally work evenings, weekends or holidays. Also work after hours for emergency facilities repairs.
  • Performs related work as assigned.
Qualifications

MINIMIUM QUALIFICATIONS

EDUCATION:

  • Graduation from a standard senior high school or equivalent (GED) is required.

EXPERIENCE:

  • Four years of experience in construction management or building maintenance and repair work is required.
  • Experience using computer software applications (such as Microsoft Outlook, Word, or Excel) is required.

PREFERRED EXPERIENCE:

  • Construction management training is preferred.
  • Vocational training in a designated trade is preferred.
  • Experience with HVAC is preferred.
  • Building management experience is preferred.

REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver's license is required. *The ability to obtain a Texas Driver’s License will be required with first 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
  • Electrical, HVAC or Plumbing Certification is preferred.

OTHER REQUIREMENTS:

  • Selected candidate must pass a federal security background investigation, must be able to obtain a Common Access Card (CAC) The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. The employee must complete and sign the office of personnel management (OPM) form SF85. Completed forms are submitted to the OPM for the background investigations.

  • building materials, plumbing and heating systems, sanitation, refrigeration, ventilation, electric systems, and fire and safety regulations;
  • building materials, plastering, and welding procedures and techniques; and
  • construction practices and terminology.

PHYSICAL/WORKING CONDITIONS

Ability to stoop, bend, crawl, lift, climb, kneel, stand, walk, sit, carry, push, pull, balance, reach, crouch, with good color vision and depth perception. Frequently lifts, carries, and sets up equipment and materials that weigh up to 40 pounds. Works inside and outside in areas that are usually dusty, dirty, or greasy, and often works in inclement weather conditions. Requires the ability to travel approximately 50%.
