Culmen International is hiring a Technical Advisor for Infection/Disease Support Services to provide support for the Centers for Disease Control and Prevention (CDC) Division of Global HIV and Tuberculosis (DGHT) and to build partner capacity in CDC priority countries. Based out of Alexandria, VA - with multiple OCONUS locations.

The Technical Advisor for Infection/Disease Support Services will support the CDC by travelling globally to assist Ministries of Health to plan and implement evidence based public health programs. A technical advisor works to generate and apply scientific knowledge to achieve health goals to strengthen global health systems. CDC advisors focus on enhancing essential public health functions, building host country public health capacity and infrastructure (prevention, care, treatment, surveillance, laboratory, and response systems); and assisting the planning and implementation of sustainable programs and collaborations that contribute to reductions in global morbidity and mortality.
Roles and responsibilities included but not limited to:
  • Collaborate with Government officials and the host country to conduct assessments of targeted central and provisional hospital infectious disease services
  • Identify needs for infectious disease services, service delivery and skills in application of quality improvement and control measures.
  • Use assessment results and data to develop recommendations for strengthening infectious disease services and sites certification programs, use of practical quality assurance tools.
  • Provide technical assistance, on-site and regional training(s) to strengthen knowledge and skills of infectious disease services personnel in the operations and management of laboratories based on assessment results
  • Coordinating and facilitate meetings sponsored by the CDC.
  • Coordinate with CDC team and international donors in identifying appropriate resources to support on-going infectious disease services needs.
  • Provide primary disease prevention services that assist host country partners develop implement and/or improve effective and sustainable voluntary counseling and testing services, community outreach for populations at high risk for infection, demonstration projects aimed at prevention, policies and promotion activities for “universal precautions” to avoid exposures for health care and other workers.
  • Promote practical and effective disease care and treatment programs through working with the host government to develop and implement treatment guidelines, policies, sustainable models and effective national disease management systems linking infected persons to care, training on disease management and care for health care providers and related training and systems development for laboratory workers.
  • Prepare trip reports for each trip, summarizing travel purpose, contacts, findings accomplishments, challenges and next steps (as appropriate)
Travel Requirements:
  • Multiple OCONUS trips for periods of 1-2 weeks to be determined with each Task Order.
Basic Qualifications:
  • Extensive international experience strengthening health care systems and or enhancing health care capacity abroad.
  • U.S. citizen or non-US citizen who has lived in the U.S. at least three of the last five years
  • Master’s level degree in Infectious Disease, Epidemiology, Public Health, or a related field
  • Five years of post-graduate work in public health, public programs, or a related area and a working knowledge of infectious disease services (prevention, treatment, outreach, etc.).
  • Three years of experience working with Ministries of Health in developing countries and providing technical assistance to infectious disease service providers of various specialties and diseases.
  • Demonstrated ability to effectively communicate in English on a daily basis with various groups (Speaking, Reading and Writing).
  • Computer skill requirements shall include but not limited to Microsoft Word, Excel, PowerPoint, and Microsoft Outlook
Desired Qualifications:
  • Fluency in speaking, reading, and writing in the native language is desirable.
  • Experience in polio eradication activities and vaccination programs for preventable diseases
  • Doctoral degree in Public Health, Infectious Disease, or a related field preferred
  • CDC ITOPPS experience preferred
