PLANNING AND BUILDING
The mission of the Planning and Building Department is to guide land use and development consistent with the General Plan, Building Codes, and related regulations, by providing accurate, timely, and courteous professional and technical services to our customers, to maintain the County's unique quality of life, protect public safety and the environment and to promote economic vitality for current and future generations.

THE OPPORTUNITY


Under direction, plans, coordinates and directs the work of professional, technical and office support staff performing engineering work in the areas of project management and construction, and performs highly complex engineering work. This is the first management level class in the professional civil engineering series, responsible for managing a major section of the Community Development Agency. This class is distinguished from the Deputy Director and Division Director classes in that the latter are responsible for the overall management and administration of the entire engineering, building plan check or inspection function.
The selected candidate will have the opportunity to:
  • Plans, organizes, coordinates and directs the work of professional, technical and office support staff for a major section of the Community Development Agency.
  • Recommends and implements goals, objectives, policies and procedures and work standards for the section.
  • Recommends and implements management systems, procedures and standards for program evaluation.
  • Supervises and prepares a variety of studies and reports relating to building plan check, building inspection, and current and long-range County construction and capital improvement needs and recommends specific proposals to meet them.
  • Provides technical assistance to staff; personally, performs complex, professional engineering work in assigned areas.
  • Selects staff; evaluates work performance; provides for staff development and training; counsels employees and implements discipline as necessary.
  • Prepares and monitors section budget.
  • Supervises and coordinates project management activities for a variety of construction and capital improvement projects; prepares, reviews and approves the preparation of plans, specifications, designs, estimates, contracts, schedules, inspections and project monitoring activities.
  • Confers with engineers, contractors, developers and others to coordinate activities and resolve problems; represents the County in a variety of meetings.
  • Coordinates the activities of the section with other sections, divisions, departments and public and private organizations and individuals.
  • Directs the preparation and maintenance of a wide variety of records, reports, maps, plans, and other documentation of section activities.
  • Ensures adherence to applicable codes, laws, regulations and guidelines for assigned engineering activities.
  • Acts for the Deputy Director, as assigned.
  • Attendance and punctuality that is observant of scheduled hours on a regular basis.
  • Performs other duties as assigned.

Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be evaluated for this requirement.

Equivalent to graduation from a four-year college or university with major coursework in civil engineering and two years of supervisory experience in public works design and construction engineering.

Other Requirements

Must possess a valid California driver's license.

Must possess a valid California Registration as a Professional Civil Engineer or obtain licensure in California by comity (reciprocity) within the one-year probationary period.

Environment:
Work is primarily performed indoors in a standard office setting with infrequent trips outdoors in all weather conditions performing repetitive/fatiguing duties.

Primary functions require sufficient physical ability to work in an office setting and operate office equipment; vision in the normal visual range with or without correction sufficient to read computer screens and printed documents; hear in the normal audio range with or without correction. Frequent sitting, wrist and arm motions and upward/downward flexion of neck; fine finger dexterity of both hands, ability to grasp and hold; lifting, carrying or pushing objects that weigh up to 15 lbs. Occasional walking. Infrequent stair climbing, reaching and bending; lifting, carrying or pushing objects that weigh more than 15 lbs.

ADDITIONAL INFORMATION
The County of El Dorado is recruiting applicants for Supervising Civil Engineer. This recruitment will establish a list for the purpose of filling current and future full time, part time and extra help vacancies for at least three (3) months.
  • There is currently (1) one full time vacancy for Supervising Civil Engineer in the Planning and Building Department located in Placerville, CA.
Extra help vacancies are made to maintain adequate coverage of work for short periods of time at frequent intervals, where employment is of a recurrent nature depending on the needs of the Agency; work may be seasonal, on-call, and/or for a limited duration. Extra help employees are not considered regular employees, therefore do not attain civil service status, and do not receive benefits or paid leaves; however, they do accrue sick leave consistent with the law.
Extra Help position may transition to regular employment if conditions of Personnel Rule 1103.1 are met.
