QUALIFICATIONS AND EXPERIENCE:
Bachelor of Science degree in Electrical Engineering from an accredited college or university is required, with emphasis in electrical power desired. At least three years experience working with electric utilities is preferred. Registration as an Engineer-In-Training (or ability to pass EIT exam within one year) is required; registration as a Professional Engineer in Colorado is desirable and ability to obtain PE registration in Coloradowithin five years is required. Experience with AutoCAD, word processing, spread sheet and data base software preferred. Must have a demonstrated ability to work with the public and on a team. Must have and maintain a valid Colorado driver’s license.

1. Provide distribution system planning and protection/sectionalizing: system load forecasts, construction work plans & amendments, environmental reports, sectionalizing study, and long range system plans.
2. Maintain system model in engineering analysis software and use for load flow/voltage drop and fault current analysis. Maintain integration with GIS mapping software and CIS billing system.
3. Assure acceptable system capacity/voltages during normal operation and single contingency events, and protection coordination through analysis and recommended system improvements.
4. Assure practical system load balancing.
5. Handle project management assignments, including work plan projects.
6. Perform work order inspections as required.
7. Prepare and maintain substation and distribution system design/construction standards (overhead & underground systems, metering, street lights, etc.) and specifications. Evaluate, recommend and specify new products/systems for substations and distribution line construction.
8. Prepare construction drawings and material requirements for substation rebuilds, additions and modifications involving site work, civil, structural, mechanical, protection/controls, and electrical phases of construction.
9. Prepare project construction, equipment, and consulting engineering/staking contract and bid documents. Administer contracts and review contractor invoices for payment as applicable.
10. Construction coordination and inspection/commissioning of substation and line construction projects as assigned. Coordinate workflow and changes with stakers and contractors as assigned.
11. Provide technical expertise to resolve power quality problems.
12. Review switching schedules for major switching undertakings (usually in preparation for work within a substation or on a main 3-phase feeder).
13. Act as secondary point of contact with WAPA and Tri-State Dispatchers regarding switching and planned outages.
14. Review operational reports, outage reports, substation maintenance reports and other periodic operational reports. Provide summary reports and analysis of system loads and load balance using SCADA and other sources of data – recommend appropriate actions to maintain operation within system planning criteria.
15. Coordinate activities with large power customers regarding planned outages and construction activities.
16. Prepare, update and maintain substation and other technical drawings in AutoCAD.
17. Provide backup to the staking team as needed.
18. Provide other engineering support to the organization.
19. Maintain good customer relations by providing service requested, answering questions and offering assistance.
20. Provide support onfiber optic backbone, radio coverage and other communications system improvements along with SCADA/DA and other applications.
21. Provide or coordinate technical review for acceptance of generator interconnections with the MPEI distribution system.
22. Provide backup for Engineering Manager during any absence, including Board & Manager’s meetings as applicable.
23. Maintain a safe working environment by adhering to policies, procedures and regulations.
24. Help others by performing related duties as requested.
25. Substation Design experience.

KNOWLEDGE, SKILLS AND ABILITIES:
Working knowledge of electric utility system design, construction, operation, and maintenance specifications including those of the Rural Utilities Service, National Electric Safety Code, National Electric Code, and other industry standards. Prefer graduate power system education and knowledge. Able to calculate power, losses, fault currents, voltage drops, and analyze complex power problems. Knowledge of engineering economics is desirable. Able to learn new applications and to evaluate technical and economic options.
Must have good verbal and written communication and interaction skills with a wide variety of audiences. Is a cooperative team player.
Requires the ability to develop plans, find and organize information, prepare procedures and goals; present information to others; and work under stress to complete projects accurately and timely within reasonable guidelines.
Must have ingenuity while working under adverse weather conditions, problem-solving abilities, spatial perception, speaking ability, memory, creativity, concentration, judgment, initiative, reasoning, imagination, and visual discrimination.
Able to use office software including email, word processing, spreadsheet, database, presentation, and similar applications. Skill to use AutoCAD is desirable. Able to learn new software applications, e.g. Engineering Analysis software. Knowledge of metering, SCADA, communications, and equipment specifications is desirable.
PHYSICAL AND MENTAL REQUIREMENTS:
Must be physically able to lift and carry equipment, which may include transit, tripod, stakes, etc., over uneven terrain and possibly long distances. May be required to lift up to 50 pounds. Balancing is done constantly while walking and standing on rough and uneven terrain. Must occasionally stoop, kneel, crouch and crawl. Talking in order to exchange ideas over a two-way radio and to communicate with other employees and customers is done frequently.
WORKING CONDITIONS:
Must have the ability to withstand temperature extremes under adverse conditions. Some of the work performed will be indoors in an office setting, while the remainder may be spent outdoors.
Occasional travel by company vehicle and/or commercial means may be required.
Compensation Range
$42.06-$75.73 per hour depending on experience.
