General Statement

The Senior Systems Analyst, under general supervision, coordinates with others to support the development, programming, and administration of information management systems for the County, installs and maintains databases, and performs systems analyses to determine information systems capabilities and needs.

The Planning and Resource Management Division provides a variety of planning, technical, and asset management-related services and products to internal divisions within Union County Water. Our analysts work collaboratively to create, implement, and improve our information systems and technology to a growing Smart Water Utility. A successful candidate will be self-motivated and will display exceptional teamwork skills.

Essential Functions

Participates in and coordinates staff selection, training, performance appraisals, counseling and disciplinary actions, and other personnel matters.

Primarily provides third-level support to users although not limited from working at other levels of the support model as needed, focusing on root cause, system and infrastructure analysis.

Tasks may involve designing, installing, programming, troubleshooting and maintaining user’s hardware and software.

Implements business analysis and change management as needed.

Responds to inquiries and requests from users for assistance as escalated through the support process.

Responds to telephone calls, voice messages, and electronic mail within one day of receipt.

Identifies complex problems, troubleshoot and provide solutions to assist users.

Interacts with vendors to resolve problems and stay abreast of new updates as needed.

Assists users in formulating requirements and advise on alternatives and implications.

Coordinates with other units within I.T. (Information Technology) to resolve problems as necessary.

Analyzes, designs, and implements plan for new systems or processes.

Performs customer training on systems and technology.

Provides recommendations on optimizing standard processes as well as implementation of those processes as related to customer service.

Assists with coordination of projects as needed.

Maintains a broad knowledge of technology, equipment and/or systems within field of work.

Performs Database Management.

Performs project management.

Administers assigned software packages.

Performs software license maintenance.

Manages the voice communications for Union County including setting priorities, coordination and reporting of voice communication activities.

Ensures the organizations voice communications systems are operational, including the emergency communications center.

Provides a high level of customer service to internal and external users of the County’s information systems.

Provides senior technical leadership for Union County including all aspects of voice communications, including the integration of voice and data. Weighs the benefits of voice technologies against the business needs of the organization.

Serves as a source of documentation and standards for other departments.

Works closely with other departments to coordinate plans and activities including coordination with the Network group regarding new installations and assistance when existing Union County locations move or are re-configured.

Recognizes and identifies potential areas where existing policies and procedures require change, or where new ones need to be developed.

Receives and reviews various records and reports such as verbal and written information to develop databases with web interface and web pages, project information, forms, workflows, and information on computer technology.

Prepares and/or processes various records and reports such as web pages, flow charts, outlines, processes, schedules, workflows, Request for Quote, end user manuals and instructions, and correspondence.

Assist in budget planning and strategic plans.

Refers to computer programming manuals, software manuals, online computer help sites, publications, IT Listserv, policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc.

Operates a variety of equipment and machinery such as camera, personal computer, printers, scanners, servers, projectors, etc.

Interacts and communicates with various groups and individuals such as Director, elected officials, County managerial staff and employees, information technology professionals and vendors, Information Systems Division staff, and the general public.

Performs general administrative/office duties as required, including entering computer data, preparing computer reports and spreadsheets, copying and filing documents, sending and receiving faxes, answering the telephone, etc.

Performs other related duties as assigned.

Minimum Qualifications

Education and Experience:
Requires a Bachelor's Degree in Computer Science, Business Administration, Communications or a related field, and three (3) years of experience in voice communication equipment, systems support; or equivalent combination of education and experience.

Licenses or Certifications:
The ability to obtain one or more of the following (or similar) certifications within one year of employment:
CompTIA Security +
CompTIA Network +
Certified SOC Analyst

Preferred Qualifications



Licenses or Certifications:
MCSE, CCNA certifications preferred.

RETIREMENT

Membership in the North Carolina Local Government Employees Retirement System is a requirement for all full-time and benefitted part-time employees. Employees contribute six percent (6%) of their annual compensation before it is taxed. If you leave County service before retirement, you may withdraw your retirement contributions or elect to freeze your contributions in anticipation of future local government employment. If you have five (5) years of service, you are 100% vested in the NCLGERS.

NC401(k)

The NC401(k) supplemental retirement program is available to full-time and benefitted part-time employees. The County establishes this 401(k) account for each eligible employee and makes a five percent (5%) contribution based on biweekly earnings. Employees may elect to make voluntary contributions through payroll deduction.

457 DEFERRED COMPENSATION

The 457 Deferred Compensation program is available to all employees through payroll deduction. Deferred compensation is a voluntary investment plan to supplement retirement income and to defer taxable income.

LEAVE PROGRAMS

VACATION LEAVE

Vacation leave is accrued based on creditable years of service in the Local Government Employees Retirement System.

SICK LEAVE

For full-time County employees, sick leave accrues at eight (8.0) hours per month. Benefitted part-time employees accrue prorated sick leave based on a percentage of the full-time rate. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS.

SICK LEAVE TRANSFER FROM OTHER AGENCIES

Unused sick leave earned from another North Carolina Governmental Agency and/or entity, will be accepted and transferred to the County as follows: twelve (12) sick leave days will be transferred and added to the employees active sick leave balance after completion of six (6) months of employment. The remaining balance of sick leave documented for transfer at the time of employment will be recorded in the employees permanent personnel file. On the fifth anniversary of employment with the County, the remaining balance of transferred sick leave will be added to the employees active sick leave balance.

HOLIDAYS

There are 11 County recognized holidays per year with 1 floating holiday available.

MILITARY LEAVE

Annual Training - 10 paid workdays granted.

Active Duty - 20 paid workdays granted.

CIVIL LEAVE

Paid leave is provided to full-time or regular part-time County employees called for jury duty or as a witness of the court for the federal or state government, or a subdivision thereof.

FAMILY & MEDICAL LEAVE ACT

Federal law provides job protection and continuation of existing paid health insurance during 12 weeks of leave, paid or unpaid, to an eligible employee for qualifying events. These events can include birth or adoption, and serious illness of an immediate family member, or of the employee.

PAID PARENTAL LEAVE

Parental Leave provides the employee paid leave for the first eight weeks of approved FML for the birth of a son or daughter, or placement with the employee of a son or daughter for adoption or foster care.

ADMINISTRATIVE LEAVE

Educational Leave is available to regular full-time and benefitted part-time employees when participating in a job-related, short course, such as an update, not to exceed ten (10) consecutive working days.

VOLUNTEER TIME OFF

Volunteer Time Off will provide employes with 16 hours of paid time per calender year to volunteer at approved Union County community partner agencies.
