The Award Management Services division is currently seeking a Senior Director, Subaward Systems Management to work in close collaboration with other departments and lead the process of developing, building, and managing our system of administering subawards and managing relationships with implementing partners from pre-award negotiations to close-out.

The Senior Director, Subaward Systems Management will help develop and lead a Subaward Management Program Office which will align departments, processes, and systems across the organization that are engaged in Subaward Management, in a more streamlined and consistent manner. This alignment will create a consistent approach to subaward management that improves subaward performance and establishes standard processes and procedures. Once developed, the Senior Director, Subaward Systems Management will be responsible for supporting corporate performance management and evaluation of the centralized subaward management process from pre-award to close-out including solicitation processes, negotiation, preparation of sub-award packages, execution, monitoring, overall administration and close-out of sub-awards based on donor/organizational regulations, policies, and procedures.
Responsibilities:
  • Lead the development of the Subawards Management Program Office, working with cross departmental stakeholders to develop a structured approach to subaward administration and developing uniform processes and policies.
  • Support development and management of a tracking system to monitor subawardee programmatic and financial compliance and risks. Provide regular reports and raise potential risks as appropriate to senior management.
  • Review subaward selection process to ensure compliance with ACDI/VOCA policy and donor regulations. Review and ensure quality of initial assessments of subawardee financial and program capacity and subsequent monitoring and capacity building plans to reduce risk.
  • Lead the Subaward Management Program Office Core Team and IT in the planning, reviewing, evaluating, and designing of an integrated subaward management system.
  • Support end-to-end data management of subaward management systems, and of structured and unstructured data and documents to ensure close support for subaward management and donor reporting requirements.
  • Support standardizing and incentivizing adaptive management approaches to award and subaward management as well as related HO and FO operations to refine strategic and operational management decisions.
  • Work with Accounting and Finance to develop standardized approaches to proper financial oversight, including the tracking of burn rates against subaward terms, ensuring expenditures are incorporated into prime award financial reports, and validating spending aligns with subawardee programmatic deliverables.
  • In collaboration with the Managing Director, Award Management Services and the Award Administration and Acquisitions and team, develop and deliver trainings and help develop guidance tools/documents to build capacity of home office and country office staff on standards, best practices and compliance issues related to subaward management and monitoring.
  • Provide support to Technical Learning and Application and Business Development Group in developing uniform practices for selecting and engaging with partner organizations using an adaptive management lens.
  • Ensure management of each phase of the subawards lifecycle is implemented in compliance with ACDI/VOCA and donor policies and procedures.

Additional Responsibilities

  • Keep updated on donor rules and regulations for assistance and acquisition awards.
  • Establish and maintain positive working relationships with other ACDI/VOCA staff as well as funding agency personnel.

Qualifications:

  • Master’s Degree (or international equivalent) in a related field is required.
  • Minimum 7 years’ experience in the administration, management, and oversight of subawards issued under U.S. government contracts & grants and a minimum 9 years’ experience in U.S. government contracts, grants, or program management.
  • Interest in working in international development and experience working for non-profit or for-profit international development organizations is preferred.
  • Experience with the full subaward management lifecycle.
  • Knowledge of program/project management and the technical aspects of carrying out a US Government funded cooperative agreement or contract.
  • Broad knowledge base regarding different subaward contracting mechanisms and the applicability of various donor flow-down requirements.
  • Demonstrated expertise with researching, interpreting, and applying US Government and private donor regulations (e.g., USAID, USDA, private foundations).
  • Ability to rapidly acquire familiarity with AV policies and funding agency requirements and provide support to strengthen systems and processes.
  • Experience working with and building the capacity of culturally diverse teams.
  • French and/or Spanish language competency desirable.
  • Ability to be flexible and work well in a team environment
  • Knowledge of financial management and data analysis software desirable.
  • Intermediate to expert skills in Microsoft Office required (specifically Word, Excel and PowerPoint.) Demonstrated excellence in oral, written and reading comprehension abilities.
  • Must be available during core business hours and/or operating hours for international time differences; flexibility to work more hours when needed.
  • Flexibility to work in office based on work demands.
