POSITION TITLE: Senior Director, Programs and Services

DIVISION: Administration

CLASSIFICATION: Exempt

STATUS: Full Time

PURPOSE:
The purpose of this position is to direct and manage the organization's facilities and community-based services and supports in the northern service area. This position will ensure that all programmatic areas are operated efficiently, safely, fiscally sound and within the regulations set forth by licensing and funding agency standards.
KEY AREAS OF RESPONSIBILITY:
1. ADMINISTRATION OF ALL FACILITIES AND COMMUNITY-BASED SERVICES AND SUPPORTS IN THE NORTHERN REGION

  • Determine the current and future need for facility and community based services/support throughout the entire service delivery area.
  • Develop and expand programs based on data, client needs, desires, convenience, and available funding opportunities.
  • Safeguard clients human and civil rights and ensure the protection of their health and safety. Help foster the utmost level of excellence in the delivery of services to all clients.
  • Make certain the agency is in compliance with all regulations and licensing requirements.
  • Oversee and coordinate all programs with internal / external constituents

2. PERSONNEL AND ENSURING EFFECTIVENESS OF STAFF WITHIN EACH DEPARTMENT:

  • Manage, counsel and evaluate all program services staff
  • Ensure effectiveness of program staff in relationship to client needs and goals.
  • Assess and coordinate staff development needs
  • Oversee the selection, training and supervision of program services staff.
  • Ensure employees follow departmental and agency policies, State and Federal Laws.
  • Mentor staff to gain greater skills and insight into the organization.
  • Identify performance objectives and ongoing evaluation of all applicable staff

3. BUDGETING AND PLANNING FOR ALL APPLICABLE PROGRAMS SERVICES AND DIVISIONS

  • Develop, implement and maintain an annual outcome measurement system.
  • Create and monitor program revenues and expenses in an efficient manner.
  • Prepare and monitor annual program budgets and plan for revisions as required by changes in markets and funding resources.
  • Appropriately communicate with staff regarding the utilization of all departmental budgets and identify areas of program expansion or enhancement.
  • Assess client needs and direct planning for appropriate program expansion.

4. ENSURING QUALITY ASSURANCE AND COMPLIANCE

  • Develop, maintain, and track feedback from client/stakeholder satisfaction.
  • Utilize client/stakeholder feedback to create divisional goals and objectives.
  • Maintain records and develop progress reporting systems in compliance with agency and position standards/regulations.
  • Maintain confidentiality of persons served.
  • Create and implement an outcome measurement system to assess effectiveness of services in regards to quality of life and client outcomes with respect to each individual's needs and goals.
  • Ensure the client / client team complaint process is properly documented and communicate any and all corrective actions for each complaint / concern to all necessary team members
  • Ensure the quality of all services provided is efficient and superior

ESSENTIAL JOB FUNCTIONS:

  • Excellent and professional communication skills, both oral and written.
  • Ability to perform budgeting calculation and comparisons.
  • Must possess critical thinking skills.
  • Have own transportation to/from meetings and events in and around the entire service area.
  • Complete other duties and responsibilities as assigned.
  • Comply with ethical standards of DSI, APSE, NRA, BDDS, and other governing bodies.
  • Ability to work flexible, non-standard hours, including occasional evenings and weekends.

QUALIFICATIONS:

  • Master's degree and 3-5 years of related experience; or a bachelor's degree and 5-7 years of related experience.
  • Supervisory experience required.
  • A combination of directly-related experience and education would be considered.
